This is an excellent opportunity for a Chief Operating Officer (40 hours/week) at our Jackson Street Administration Office in Milwaukee, Wisconsin.

PPWI's compensation philosophy is rooted in equity. Starting offers are determined by both the candidate's applicable experience and internal equity. The Chief Operating Officer pay starts from $172,000 per year.
Additional $ 1.50 per hour for bilingual (English/Spanish)
PURPOSE OF POSITION:
The Chief Operating Officer (COO) is a senior executive and strategic thought partner to the CEO, responsible for overseeing all healthcare and security operations for Planned Parenthood of Wisconsin, Inc. (PPWI) and its affiliated organizations. As a key member of the agency's leadership team, the COO collaborates in designing mission-centered business strategies that drive the organization's growth and success. In partnership with the board of directors, the COO also helps develop the agency's vision and strategic plan.
The COO sets the strategy and direction for PPWI's business and operational initiatives, ensuring the delivery of the highest-quality patient care, exceptional customer experience, and a sustainable health-system model. The COO also establishes and maintains systems to ensure the highest level of compliance. All strategies are developed through an equity lens, supporting PPWI's vision to advance health equity and create a sense of belonging for patients, staff, and communities.
The COO provides leadership, support, and direction to Patient Services, Information Technology, Security, Facilities, and HIPAA Security.
QUALIFICATIONS:

- Business Acumen : Demonstrated evidence of broad business acumen in a non-profit healthcare context.
- Financial Management Expertise: Proven track record in effective financial leadership and management, encompassing budgeting, resource allocation, performance measurement, and strategic decision-making.
- Healthcare Knowledge : Comprehensive knowledge of healthcare delivery, operations, and financial management practices.
- Team Development : Proven ability to develop high-performing teams across clinical and business functions to achieve organizational priorities.
- Best Practices : Extensive experience in driving best practice standards and ensuring collaboration across business lines and functions.
- Project Management : Skilled in managing multiple, large, and complex projects and budgets.
- Economic Insight : Significant knowledge and understanding of economic conditions and forecasts, particularly those affecting healthcare delivery.
- Health Equity Leadership : History of leadership prioritizing health equity.
- IT Proficiency : Demonstrated proficiency in managing healthcare information technology infrastructures, including the highest quality privacy and security systems. Experience with EPIC Systems preferred.
- Physical Security : Understanding of best practices in the physical security of people and facilities.
- Strategic Relationships : Ability to develop and maintain strategic relationships with external stakeholders.
- Vendor Management : Demonstrated vendor relationship and negotiation skills.
- Additional Technical Skills : Proficiency with Microsoft Office Suite.
EDUCATION and/or EXPERIENCE:
1. Advanced degree in healthcare administration or related field
2. Ten years of operations including seven years of experience in managing enterprise-wide projects
3. Two years of experience working in health care operations
4. Background in health administration or related field is preferred
5. Supervisory experience required
An equivalent combination of education and experience from which comparable knowledge and abilities can be acquired may be considered.
SUPERVISORY EXPERIENCE:
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; providing feedback; appraising performance; addressing complaints and resolving problems.
PHYSICAL REQUIREMENTS:
The position is predominantly sedentary requiring the ability to sit, bend, stand and walk. May require occasional stooping, reaching, stair-climbing and repetitive motions of the hands and wrist related to writing and typing at an electronic keyboard. Rarely requires kneeling, pushing/pulling and repetitive motions of the feet. Hearing, talking, handling and grasping regularly. May require lifting up to 30 pounds. Specific vision conditions include close vision reading. Requires ability to use computer and other technologies.
WORKING CONDITIONS:
The position is generally performed in an office environment but involves frequent interruptions. The noise level is generally low to quiet. The work environment characteristics are representative of those an employee encounters while performing the essential functions of this position. Occasional long hours, evening and/or weekend hours may be necessary.
This position requires traveling, statewide, sometimes on very short notice, therefore a valid driver's license and auto insurance in accordance with agency liability standards and consistent access to reliable transportation is required.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Healthcare, Operations, and Compliance:
  • Develop a plan and direction for PPWI's business and operational initiatives to grow the organization, advance a sustainable business model that expands access to healthcare and the full scope of the mission.
  • Lead the creation and execution of operational plans for PPWI, including Patient Services, Security, IT, and Facilities, and manage related budgets.
  • Establish, operationalize, maintain, and monitor compliance protocols, in partnership with PPWI's Compliance Officer. Ensure quality and compliance mechanisms are in place to comply with all Federal, State, and local laws, rules, and regulations, as well as the accreditation standards of Planned Parenthood Federation of America.
  • Use ongoing data analysis to refine the business strategy, initiate operational and performance innovations or improvements, including enhancing agency infrastructures and operational workflows.
  • * Develop clear measures and metrics of success.
  • * Create and implement tracking, reporting and feedback mechanisms for PPWI's leadership team, staff, and board.
  • Create clear and concise statistical reports, evaluations and narratives, demonstrating the value and impact of PPWI activities for wide audiences, including other health care providers, potential business partners, and others as needed.
  • Identify and evaluate opportunities for strategic partnerships, within and without PPFA, to advance the mission, grow services, and enhance sustainability.
  • Lead the development, management, and maintenance of relevant vendor relationships, ensuring all contracts, MOUs, and business agreements are compliant, properly executed, and consistently monitored. Develop clear plans and measures for contracting with local companies and companies owned and/or operated by people from historically marginalized communities.
  • Ensure that staff complete all trainings according to established protocols, policies and standard practices in the areas of customer service, quality assurance and regulatory compliance programs such as HIPAA (Health Information Portability & Accountability Act), OSHA (Occupational Safety & Health Act) and CLIA (Clinical Laboratory Improvement Administration).
Security & I.T.
  • Lead the security team responsible for developing and implementing the highest level of physical security of people and properties.
  • Oversee the agency's technology infrastructure to ensure the most advanced healthcare and enterprise-wide technology and related information security mechanisms are consistently in place.
  • Lead, support, and direct the HIPAA Privacy Officer to ensure PPWI establishes, manages, and enforces the Security Rule safeguards and any subsequent rules issued by OCR, ensures agency's HIPAA Security program is consistently documented, reviewed, and updated.
Leadership
  • Serve as a visible agency-wide leader engaging cross-departmental strategies to advance the agency's strategic goals and objectives. Develop and maintain productive cross-departmental relationships. Attend agency events and activities.
  • Serve as a mentor to advance leadership of others.
  • Regularly update leadership and staff on activities and progress toward strategic business goals. Attend PPWI board and/or committee meetings as a subject matter expert, working directly with the board as needed.
  • Participate as a PPWI representative and technical expert on appropriate national, regional and state-level workgroups and advisory boards.
