Learn more about the UC Office of the President Department Overview The Business Resource Center (BRC) aims to build a strong foundation for UCOP financial operations, allowing departments to focus on their core duties. Our goal is to standardize procedures and controls to ensure maximum service to departments, as well as efficient, controlled and compliant transaction processing for administrative functions. BRC staff strive to provide excellent service while demonstrating accountability to stakeholders, including the Regents and the public. 30% Previews new requisitions and provides feedback to requesting department. Drafts and executes purchase orders, utilizing standard terms and conditions for materials, supplies, equipment, and services. Drafts Request for Quotations (RFQs), including specifications and terms and conditions. 30% Interprets and applies University policies and procedures. Documents interpretations of processes, policies, and procedures for edification of customer and suppliers. 20% Regularly communicates with the organization's customers, reduces risk to the University by ensuring departmental compliance with procurement policy, works in conjunction with end-users to develop specifications for RFQs, assists in implementation of organizational or systemwide agreements, manages demand against agreements, makes recommendations regarding new supply sources; champions use of a diverse supply base, as appropriate. 10% Negotiates with supplier for lower prices and better terms, develops new supply sources to address supply base inadequacies, as needed, and resolves supplier performance issues. 5% Provides analysis for complex purchasing projects. 5% Participates in professional development and training. Experience Minimum 5 years of relevant experience. Skills and Abilities Demonstrated interpersonal skills using a high degree of tact, diplomacy, and discretion to interact in a positive manner with diverse constituents in order to provide exemplary customer service. Ability to read and interpret terms and conditions of contracts. Application of standard UC terms and conditions to identify gaps and risks to the University. Work with UC legal and to resolve issues. Strong skills in the use of ERP/Financial systems (such as Oracle, Peoplesoft). Strong level of proficiency in the use of standard spreadsheets and word processing software. Knowledge of organization's departments and operations required in order to meet their procurement needs. Preferred Qualifications Knowledge of contracting principles and practices, methods, and procedure used in competitive procurement including best value analysis, and source selection techniques. Knowledge of RFP/RFQ preparation.
