POSITION SUMMARY:

The Regional Maintenance Specialist (RMS) - Special Assets is a corporate-level maintenance leader who reports to the Regional Director - Special Assets. The RMS assesses and stabilizes maintenance operations at underperforming communities in the Special Assets Portfolio. The role may begin with one community and expand to functional oversight of a small portfolio.

In partnership with the assigned Regional Manager, the RMS develops and leads turnaround plans addressing staffing gaps, deferred maintenance, work-order and unit-turn backlogs, and maintenance processes. The goal is to restore stable operations, improve unit readiness and occupancy, normalize recurring expenses, and build an effective on-site team that can sustain results.

The RMS has no direct reports. On-site maintenance teams report to the RMS functionally for maintenance standards, processes, coaching, and performance support. The RMS provides recommendations on staffing, vendors, processes, and priorities; the Regional Manager retains budget authority.

ESSENTIAL FUNCTIONS:

  1. Assesses maintenance operations and plan stabilization work. Partner with the Regional Manager to evaluate maintenance operations, identify root causes of underperformance, and develop prioritized turnaround plans with timelines and measurable milestones for backlog reduction, occupancy recovery, expense normalization, and cash-flow improvement.
  2. Provides functional leadership to on-site maintenance teams. Set expectations for work quality, responsiveness, safety, and professionalism. Coach employees, support training and skill development, and help build stable, capable teams without direct supervisory authority.
  3. Improves and standardizes maintenance processes. Establish or strengthen preventive maintenance programs, work-order intake and prioritization, tracking and close-out, inventory and parts management, and documentation. Use Yardi, Elise AI, and other applicable tools to support consistent, proactive operations.
  4. Leads maintenance projects and repair work. Coordinate work involving capital repairs, unit turns, common areas, grounds, and major building systems, including HVAC, plumbing, electrical, carpentry, and general repairs. Monitor quality and timeliness and coordinate work within approved budget parameters.
  5. Reduces and prevent backlogs. Prioritize work orders and unit turns, coordinate resources, improve processes, and provide technical guidance as needed. Track progress toward unit-readiness, occupancy, and resident-satisfaction goals.
  6. Supports staffing and vendor decisions. Interview candidates for on-site maintenance positions and recommend candidates and preferred vendors. Provide the Regional Manager with input on staffing models, employee and team performance, and vendor performance.
  7. Monitors and reports maintenance performance. Establish and track measures such as work-order cycle time and aging, preventive maintenance completion, unit-turn time, property condition, resident feedback related to maintenance, and costs. Regularly report progress and risks to the Regional Manager.
  8. Recommends maintenance and capital priorities. Identify operating and capital needs that address deferred maintenance, improve asset condition, support unit readiness, and contribute to expense normalization and improved cash flow. Provide recommendations to the Regional Manager, who retains budget authority.
  9. Supports compliance, safety, and inspections. Ensure maintenance practices align with applicable building codes, safety regulations, environmental standards, affordable housing requirements, and company policies. Support inspections and audits and coordinate timely corrective actions.
  10. Coordinates community stabilization efforts. Work with property management, leasing, and corporate teams to align maintenance priorities with unit availability, curb appeal, cleanliness, resident satisfaction, and occupancy growth.
  11. Provides technical expertise and escalation support. Serve as the primary maintenance subject-matter expert and escalation point for assigned communities. Provide technical direction on building systems, repairs, and unit-turn processes while maintaining focus on leadership, process improvement, and project outcomes.
  12. Perform other duties as assigned by supervisor.
