Working Title: Community Mental Health Program Manager (ARMHS and DVSA)
Classification and Title: 9321HA - HC Mgr 1-Heath Care Admin
Reports To: In the interim, will report to the Casual Integrated Behavioral Health - Care Coordination Program Manager, Will Hanson. Long term, this position will report to the Mental Health Director.
Salary Range: Between $86,000 - $93,000/annually for 1.0 FTE, depending on qualifications.
FTE: 1.0 FTE

OBJECTIVE/OVERVIEW

This position is one of 2 clinical and program leadership positions in Community Mental Health at CUHCC. The Community Mental Health programs include Adult Rehabilitative Mental Health Services (ARMHS), Adult Targeted Case Management (TCM) and Domestic Violence/Sexual Assault (DVSA) programs. This position oversees and directs the practice of ARMHS as well as the DVSA community-based programs.

The State of MN Dept. of Human Services regulations covering ARMHS services allows for 2 roles in the ARMHS program: Clinical Supervisor and Treatment Director. This position combines both of those functions. The position requires licensure as an independent clinician in a mental health field.

Direct reports of: Mental health practitioners, unlicensed and prelicensed, 6.0 FTEs who provide Adult Rehabilitative Mental Health Services (ARMHS) and 2.0 FTEs who provide Domestic Violence and Sexual Assault (DVSA) services.

ESSENTIAL FUNCTIONS

Coordinate ARMHS Program Compliance, Quality Assurance and Clinical Supervision, Consultation, Training and Staff Development (40%)

  • Manage ARMHS services to comply with State of MN guidelines and Rule 245i requirements.
  • Manage staff productivity and access to services to meet program budgetary targets.
  • Act as contact person for State of Minnesota DHS ARMHS regulator and auditing services.
  • Maintain protocols and procedures for ARMHS services for a multi-cultural patient population within the guidelines of the State of MN ARMHS regulations.
  • Develop and implement training to meet the needs of mental health practitioner staff.
  • Explore and implement program and service development.
  • Facilitate and lead team meetings and provide clinical supervision.
  • Participates in the leadership team at CUHCC focusing on integration of all CUHCC services.

Coordinate DVSA Program Compliance, Quality Assurance and Clinical Supervision, Consultation, Training and Staff Development (20%)

  • Ensure compliance with grant requirements, including service delivery as well as grant reporting documents. Collaborate with internal Grants and Contracts management staff to produce reports as needed.
  • Lead outreach/advocacy/community education efforts with particular populations of focus. These programs are grant-funded, some through State of MN entities, and some are foundation-funded.
  • Participate in program evaluation and improvement activities.
  • Facilitate and lead team meetings and provide weekly supervision.

Staff Management (20%)

  • Recruit, train and manage performance of ARMHS and DVSA providers in accordance with clinic policies and U of MN Human Resources policies.
  • Ensure quality of staff documentation of ARMHS interventions and required state documentation.
  • Provide regular supervision to staff and participate with other Behavioral Health managers in planning staff supervision and consultation to meet various program requirements.
  • Ensure ARMHS and DVSA staff productivity is at expected levels.

Clinical Services (20%)

  • Provide one-on-one, family or group therapy to a caseload of children and/or adults.
  • Complete diagnostic assessments for therapy caseload, in addition to those needing an assessment to enter one or more of CUHCC's community programs.
Qualifications

All required qualifications must be documented on application materials.

REQUIRED QUALIFICATIONS

  • BA/BS and six years professional work experience or advanced degree and four years professional work experience.
  • Current independent clinician's license in mental health field, in MN, which is acceptable to CUHCC under the terms of the clinic's FQHC status. (Includes: LMFT, LICSW, LPCC, MALP or PhDLP, MSCNS or MD).
  • At least 2 years experience in providing direct patient care to diverse populations.
  • At least 2 years experience in program development and quality assurance activities.
  • At least 2 years experience in staff management.
  • Excellent communication skills, written and spoken English.
  • Computer skills: Microsoft Office experience and ability to learn and effectively utilize electronic health record systems.

PREFERRED QUALIFICATIONS

  • Fluency in one of CUHCC's dominant languages - Spanish, Somali, Hmong, or Vietnamese.
  • Experience and/or knowledge of ARMHS services and/or other community programs in mental health.
  • Experience in clinical supervision of students in mental health disciplines.
  • Experience in cross-cultural supervision.
  • Clinical competency in working with adults and children.
