Overview

TRC is seeking aProject Managerto join its growing Planning, Permitting, and Licensing practice in Massachusetts and other New England states. This position requires a well-rounded, interdisciplinary, technical, and regulatory professional who will provide environmental permitting project leadership for public and private sector energy and transportation clients and projects. Typical work would include business development, professional networking, proposal development, project management, and providing environmental permitting technical services. The successful candidate will be entrusted with managing projects and conducting studies related to their technical discipline to meet federal, state, and local environmental permitting requirements.

The successful individual will be a client-facing technical professional with knowledge pertaining to the permitting of energy and transportation infrastructure projects and advancing such projects through local, state, and federal government approval processes for large, complex projects. This individual should demonstrate experience managing permitting work scopes for projects associated with energy and/or transportation infrastructure projects. They also need to have the ability to guide the agencies and TRC's project partners through the environmental processes to meet applicable laws and regulations to successfully achieve project design goals.

The successful candidate can work from our offices inLowell, MA, Waltham, MA, Boston, MA, or a surrounding state near a TRC office.


Responsibilities

  • Engage as a client-facing technical professional with knowledge pertaining to the permitting of energy and/or transportation infrastructure projects and advancing such projects through the local, state, and federal government approval process. Interact directly with the agencies/clients as TRC's environmental project manager.
  • Provide environmental permitting expertise for federal, state, and local environmental permitting for multi-disciplinary energy and transportation infrastructure projects.
  • Support marketing and business development efforts and represent TRC at industry functions.
  • Collaborate with multi-disciplinary teams including subconsultants in completing environmental reviews for small, medium, and large-scale projects.
  • Manage the preparation of project-related environmental documentation (e.g., initial studies, environmental impact statements, environmental assessments, ENF's, EIR's, categorical exclusions and exemptions, and negative declarations).
  • Maintain an understanding of emerging regulations and industry requirements.

Qualifications

  • Minimum qualifications include a bachelor's degree in environmental science/engineering, environmental permitting, environmental policy, natural resources, or related field.
  • 5-10 years of experience in environmental permitting specific to energy and/or transportation infrastructure projects.
  • Demonstrated experience managing environmental permitting projects and developing scopes of work for energy and/or transportation infrastructure and related projects, including the ability to guide agencies/clients through the environmental processes required to meet applicable environmental compliance and permitting laws and regulations.
  • The ability to apply environmental permitting in support of applicable state and federal regulatory agencies to projects for clients that may include State DOTs, State DEPs, EPA, FERC, BOEM, USDOT, USACE, and USFWS.
  • Demonstrated experience preparing technical documents to advance NEPA compliance (EAs, FONSIs, scoping letters, Section 7/Section 106 consultation letters, schedules).
  • Knowledge of local, regional, and state/local permitting, and zoning processes (Massachusetts experience preferred).
  • Demonstrated experience in the management of scopes, schedules, and budgets for a variety of project types with an emphasis on energy and/or transportation.
  • The successful candidate will also be expected to effectively document field data, provide interpretations, and present conclusions in written reports, memos, and emails; therefore, strong technical/scientific report writing is required and writing samples will be requested.
  • Excellent analytical reasoning skills, technical writing, and communication skills, managerial, and proficiency with the Microsoft Office software suite.
  • The ability to maintain a positive attitude during potentially demanding client engagements.
  • Ability to manage multiple projects of different magnitudes concurrently.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation:Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range

USD $80,000.00 - USD $123,032.00 /Yr.
