This position is open to the public and all current City employees covered under the City's collective bargaining agreement with Teamsters Local 743 (BARGAINING UNIT 56). Only employees in City job titles in this bargaining unit are eligible to bid.

The Supervising Public Health Nurse (SPHN) provides direct, on-site clinical and operational leadership within a high-volume STI public health clinic. This position requires full-time, physical presence within the clinic to ensure safe, compliant, and efficient delivery of patient care services. Telework is not permitted for this role due to the essential need for real-time supervision, immediate clinical intervention, and active oversight of patient-facing operations.

The SPHN is responsible for supervising nursing and CMA staff engaged in direct patient care, overseeing daily clinic workflows, ensuring adherence to standing orders and infection prevention standards, supporting new case processing, conducting on-site chart and operational reviews, and maintaining regulatory compliance. The SPHN functions as the clinical authority during assigned shifts and is accountable for patient safety, quality assurance, and staff performance management.

ESSENTIAL DUTIES

On-Site Clinical Supervision and Oversight (In-Person Required)

* Provide direct, real-time supervision of PHNs and CMAs during active clinic operations.

* Patient intake and registration workflow

* Clinical triage and acuity assessment

* Immunization administration

* Medication preparation and administration (including STI treatment)

* Specimen collection (e.g., blood draws, swabs, urine collection)

* EHR documentation accuracy and completeness

* Review and approve nursing care plans during active patient encounters.

* Immediately intervene in patient safety events, adverse reactions, or complex clinical situations.

* Ensure compliance with standing orders, scope of practice, and nursing standards.

* Assign and adjust caseloads in real time based on patient volume and acuity

* Validate clinical competencies through direct observation

* Monitor adherence to infection prevention and control protocols, including PPE use, room turnover, and biohazard handling

Clinic Operational Leadership (On-Site)

* Lead daily clinical huddles and workflow coordination meetings

* Monitor patient flow and implement real-time adjustments to reduce wait times and bottlenecks

* Ensure appropriate staffing coverage for high-volume clinic sessions

* Provide direct support for complex patient scenarios, including symptomatic STI presentations and high-risk exposures

* Collaborate with providers, disease intervention specialists (DIS), and front-desk staff to ensure coordinated care delivery

* Participate in same-day interdisciplinary case discussions

New Case Processing and Clinical Review (On-Site Function)

* Oversee new STI case processes, including: Verification of positive laboratory results, confirmation of treatment provided, review of documentation completeness

* Timely referral to Disease Intervention Services (DIS)

* Conduct on-site chart audits for new and priority cases

* Ensure proper documentation of reportable conditions in compliance with public health regulations

* Validate that treatment aligns with current CDC STI treatment guidelines

* Identify documentation deficiencies and provide immediate corrective coaching

* Escalate complex or high-risk cases to clinical leadership as appropriate

Quality Assurance and On-Site Reviews

* Conduct routine and random on-site chart reviews

* Monitor performance metrics including: Treatment timeliness, documentation completeness, immunization compliance

* Specimen labeling and handling accuracy

* Lead corrective action planning for identified deficiencies

* Perform direct observation audits of: Medication preparation and administration, cold chain management, infection control practices, and ensure readiness for regulatory inspections and audits

* Maintain clinic compliance with local, state, and federal public health standards

Staff Supervision and Performance Management

* Provide direct supervision, coaching, and mentoring of PHNs and CMAs

* Conduct competency validations through in-person observation

* Complete performance evaluations and provide performance improvement guidance

* Address staff performance issues promptly and in alignment with departmental policy

* Coordinate training for new hires and oversee orientation

* Serve as escalation point for clinical decision-making

Infection Prevention and Safety Oversight

* Monitor infection control compliance throughout the clinic

* Ensure proper cleaning, disinfection, and room turnover procedures

* Oversee vaccine storage and cold chain monitoring

* Investigate and manage exposure incidents or adverse events

* Implement corrective measures immediately when safety concerns arise

Qualifications

Minimum Qualifications

Education, Training, and Experience

  • Bachelor's degree in Nursing accredited by the National League for Nursing, OR Commission on Collegiate Nurse Education (CCNE), OR an approved foreign credential evaluation PLUS three (3) years of professional nursing experience, of which one (1) year is in a supervisory/team lead role related to the responsibilities of the position

  • Master's degree or higher in Nursing accredited by the National League for Nursing, OR Commission on Collegiate Nurse Education (CCNE), OR an approved foreign credential evaluation PLUS two (2) years of professional nursing experience, of which one (1) year is in a supervisory/team lead role related to the responsibilities of the position

Licensure, Certification, or Other Qualifications

  • Must be licensed to practice as a Registered Nurse. Applicants must possess a valid State of Illinois Registered Nurse license at the time of employment

Selection Criteria

This position requires applicants to complete an interview which will include assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview process will be selected.
