We are seeking a Vice President, Workforce Assessment Solutions to help us fulfill that mission. This role leads a team of psychologists and testing professionals in designing, developing, and maintaining assessment tools that measure job-related skills, skill learning programs, and career exploration tools, including ACT's WorkKeys suite of products. This team is responsible for conducting psychometric analyses and research to design, validate, and support assessment uses, exploring new assessment methods and applications, and providing thought leadership within ACT and to the broader assessment community.

The role is accountable for sustaining and expanding an integrated ecosystem of workforce assessments of skills, work styles, and career interests, career exploration tools, credentials, and learning. These solutions support individuals, educators, program administrators and organizations. The VP ensures that all solutions remain scientifically rigorous, relevant to the markets, and aligned with product strategy.

The finalist will be hired at the salary and level commensurate with their qualifications. For this position, we anticipate offering an annual salary between $220,000 - $250,000. ACT manages salaries within this range based on relevant factors, including skills, experience, and internal equity. This position is incentive-eligible.

Location: This is a remote position, based in the United States.

What you will be working on:



  • Manage Workforce Assessment operations with accountability for the team's achievement of assessment development and research goals and objectives.
  • Serve as the senior leader accountable for the ongoing maintenance, modernization, and strategic growth of the WorkKeys assessment suite, and the broader workforce skills and career tools ecosystem.
  • Provide leadership and direction in the development, implementation and management of Workforce Solutions research and development initiatives, in alignment with ACT's Product strategy.
  • Ensure assessment design, scoring models, and evidence claims support ecosystem value propositions, product positioning, and growth objectives.
  • Work collaboratively with the Product, Sales, Operations, Academic Content and Research teams as well as other key stakeholders.
  • Provide thought leadership in the design of innovative technology-enhanced tools and approaches that address career exploration and emerging workforce readiness frameworks
  • Increase visibility of ACT research through publications, technical reports, conference presentations, and engagement with relevant national and international research communities.
  • Develop and maintain strategic relationships with researchers, industry leaders, education, workforce and I-O psychology communities to keep abreast of assessment trends and applications.
  • Champion a culture of quality, scientific rigor and continuous improvement across processes, methods and research practices.
  • Provide direction, coaching, mentorship, and professional development to team members, fostering a high performing research and development environment.


Role Progression:



  • 1 month: You understand the ACT Workforce market, product portfolio, and internal operating model. You've begun building relationships with Product and across the organization.
  • 3 months: You've evolved and shared the Workforce Assessment vision and roadmap and are exploring new product initiatives.
  • 6 months: You're executing on the roadmap and delivering measurable impact.


This could be the job for you if you have (minimum requirements):



  • At least 10 years of progressive leadership experience in developing and managing large-scale commercial assessments.
  • Advanced degree (master's or PhD) in educational measurement, psychometrics, industrial-organizational psychology, or related field.
  • Experience and expertise in the design and development of assessments of knowledge, skills, abilities, personality, and/or behavioral assessments.
  • Experience and expertise in applied research methods, including surveys, norming, validation, fairness/bias, and efficacy studies.
  • Experience in measurement design and psychometrics.
  • Experience operating in high-credibility, regulated, or public-interest environments where trust, defensibility, and fairness are critical.
  • Experience leading teams of content developers and researchers.
  • Experience leading cross-functional teams and influencing senior stakeholders.
  • Proven ability to lead and mentor teams to produce high-quality content and research.
  • Evidence of thought leadership through publications or presentations at national conferences.
  • Excellent communication and presentation skills, with the ability to articulate complex concepts to a variety of audiences orally and in writing.


It's a plus if you have:



  • Experience in the development of digital simulations and performance-based assessments.
  • Expertise in data science, data analytics, including data mining, learning analytics, and statistical modeling.
  • Familiarity with digital learning platforms, eLearning integrations, talent systems, or skills analytics ecosystems.
  • Experience in learning progression and learning sciences.
  • Background working with employers, workforce boards, education systems, or public-sector partners.
