Job Family Description

Contracts roles are responsible for drafting, reviewing, and negotiating contracts with clients, vendors and partners while ensuring compliance with legal and company standards. They collaborate with internal teams to finalize contract terms, identify risks, and monitor contract performance, and collaborate with general counsel as appropriate.

Discipline Description

Subcontract Execution roles involve overseeing technical aspects of subcontracted work, ensuring compliance with specifications, quality standards, and contractual requirements. Subcontract Technical Representatives (STRs) monitor subcontractor progress and performance, review and approve documentation, and ensure safety standards are met. Subcontract Execution personnel provide oversight and management of the STR function. Subcontract Technical Representatives develop, validate, approve, and submit accruals and invoices for service, maintenance and construction subcontract work performed. They coordinate customer priorities with available subcontracting resources, initiate package planning processes and Safety/Industrial Hygiene interface with the subcontractors. They provide oversight for Staff Augmentation personnel as the End User support function. They engage with Staff Augmentation personnel from their first and last day, providing "cradle to grave" coverage.

Some Typical Duties & Responsibilities Include:

* Evaluate subcontractor performance associated with construction drawings, QA requirements, Engineering standards, and safety and security procedures, OSHA+ requirements
* Complete Subcontract Safety Checklists, Subcontract Field Conditions, and S/RIDs based on a review of the project scope
* Complete Subcontract Close-out activities Subcontract Closeout Checklist after all project documents are gathered and project completion is verified.
* Review and approve invoices against the subcontractor's project schedule and deliverables, ensuring concurrence from Control Account Managers (CAMs) and project managers (PMs)
* Create receipts in Purchasing system corresponding to the approved invoice data.
* Conduct field walkdowns with subcontractor(s)
* Perform oversight of subcontractor(s) to ensure compliance with subcontract requirements
* Review, edit and comment on Statements of Work, Basic Ordering Agreements, and Task Order Agreements when presented and per STR scope.
* Performed focused observations (FOs) and appropriately address any issues or concerns.
* Track and identify subcontractor productivity related to scope, cost and milestones by attending Plan of the Week and Plan of the Day meetings, reviewing/generating Daily Activity Reports and meeting with coordinated project personnel.

Required Qualifications

* Bachelor's degree in relevant field plus at least ten years of experience (YOE), OR Master's degree in relevant field plus at least eight years of experience (YOE), OR Doctoral degree in relevant field plus at least five years of experience (YOE)
* Equivalencies to experience and education requirements will be considered
* Ability to interface with engineering design, procurement, CAMS, and teams in the field as well as NNSA and DOE as necessary.
* Experience performing oversight of subcontractors to ensure compliance with subcontract requirements.
* Work with the appropriate teams to perform Management Focused Observation (MFO) and address any issues.
* Competence in preparing Daily Activity Reports (DARs) and oversight of DARs.
* The proven ability to write as well as review SOWs, BOAs, TOAs.
* Completing and Maintaining Qual Cards and Training
* Ability to maintain a Q clearance

Working knowledge of PPF5, all procedures therein
Working knowledge of Peoplesoft Requisition, accrual and receipt process.
Working ability to track and identify productivity related to scope, cost, and performance of the project.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
