Proposal Operations Manager Location: Remote / Hybrid (based on program needs) Employment Type: Full-Time
Position Overview
The Proposal Operations Manager is responsible for managing the operational execution, processes, tools, and workflows that support federal proposal development efforts. This role ensures proposal teams are enabled to deliver compliant, high-quality, and on-time submissions by overseeing schedules, resources, templates, compliance tracking, and proposal infrastructure. The Proposal Operations Manager partners closely with Proposal Directors/Managers, Capture, Business Development, and executive leadership to ensure consistency, efficiency, and scalability of proposal operations.
Key Responsibilities
- Manage the operational lifecycle of proposal development from kickoff through submission
- Develop, maintain, and enforce proposal processes, workflows, templates, and best practices
- Create and manage proposal schedules, calendars, and milestone tracking
- Maintain compliance matrices, outlines, and document version control
- Coordinate proposal resources, assignments, and workload planning across concurrent efforts
- Support proposal kickoff meetings, color team reviews, and executive reviews from an operational perspective
- Ensure proposals adhere to solicitation instructions, formatting requirements, and compliance standards
- Oversee proposal tools, repositories, and document management systems
- Provide editing coordination, production support, and quality assurance oversight
- Track proposal risks, issues, and action items and support mitigation planning
- Serve as a central point of contact for proposal operations communications
- Support post-submission activities, including lessons learned and process improvements
- Identify opportunities to improve efficiency, scalability, and repeatability of proposal operations
Required Qualifications
- Bachelor's degree in Business, Communications, Management, or a related field
- 6+ years of experience in federal proposal operations, proposal coordination, or proposal management
- Strong understanding of federal proposal development processes and compliance requirements
- Working knowledge of FAR/DFARS and federal solicitation structures
- Demonstrated ability to manage schedules, workflows, and multiple priorities under tight deadlines
- Strong organizational, analytical, and problem-solving skills
- Excellent written and verbal communication skills
- Proficiency with Microsoft Office Suite and proposal development tools
Preferred Qualifications
- Master's degree or relevant professional certifications (APMP preferred)
- Experience supporting DoD and/or civilian federal agency proposals
- Experience with Shipley or similar proposal methodologies
- Familiarity with proposal automation tools, content libraries, and collaboration platforms
- Active U.S. Government security clearance
