Job Summary:

Leads the development of complex and high-value proposals by driving structure, messaging, and compliance across multiple volumes. Interprets detailed solicitation requirements and shapes proposal strategies that result in persuasive, competitive, and fully compliant submissions. Collaborates closely with capture teams, technical experts, pricing, and executive stakeholders to integrate solution elements, win themes, and value propositions that strengthen the proposal's positioning. Produces high-quality written content that translates technical and operational concepts into clear, compelling, and customer-focused narratives. Mentors junior and mid-level proposal staff by providing expert guidance, coaching, and quality oversight that elevates the organization's proposal development standards.

Essential Functions:

  • Leads major proposal sections or full volumes, establishing structure, messaging, and requirements compliance for complex or high-visibility submissions.
  • Directs proposal development activities for assigned bids, coordinating with capture, technical teams, subcontractors, and leadership to integrate solution strategy and win themes.
  • Develops advanced and highly strategic proposal content, translating technical, operational, and management concepts into clear and differentiated narratives.
  • Analyzes complex solicitations, defining compliance requirements, risks, and strategic direction for assigned volumes, and advising teams on interpretation.
  • Contributes to solutioning and win strategy, partnering with capture and operations to refine discriminators, past performance positioning, and value propositions.
  • Influences stakeholders and SMEs, facilitating writing sessions, compliance reviews, and narrative workshops to ensure high-quality contributions from all parties.
  • Coordinates messaging and alignment across all proposal components, working with pricing, graphics, and technical teams to ensure consistency and impact.
  • Mentors and guides junior and mid-level proposal staff, providing coaching on writing quality, compliance, structure, and industry best practices.
  • Leads process improvement efforts, recommending enhancements to templates, content libraries, tools, and workflows to strengthen overall proposal quality and efficiency.

Level of Supervision Received: Plans and arranges own work; works with manager to prioritize projects.

Education (can be substituted for work experience): Bachelor's Degree required

Work Experience (can be substituted for education): 8 - 11 years required; 12 - 14 years preferred
