Purchasing Specialist

Responsibilities

Sabre Systems, LLC is seeking a detail-oriented and proactive Purchasing Specialist to join our team supporting Department of Defense (DoD) programs. This position also includes responsibility for tracking and managing government property, overseeing indirect purchasing, and ensuring compliance with Contractor Purchasing System Review (CPSR) requirements to maintain an approved purchasing system. The Purchasing Specialist will play a critical role in sourcing, negotiating, and procuring materials, equipment, and services in compliance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies and procedures.

Key Responsibilities

  • Procurement Lifecycle Management:
    • Manage the full procurement lifecycle, including requisition review, vendor selection and set up, purchase order issuance, and order tracking.
  • Indirect Purchasing:
    • Oversee indirect purchasing activities, including procurement of office supplies, IT equipment, and services that support internal operations.
    • Ensure cost-effective and compliant procurement of indirect goods and services.
  • CPSR Compliance:
    • Ensure compliance with CPSR requirements to maintain an approved purchasing system.
    • Prepare for and support CPSR audits by maintaining accurate procurement records, policies, and procedures.
    • Implement corrective actions and process improvements based on CPSR findings or recommendations.
  • Regulatory Compliance:
    • Ensure compliance with FAR, DFARS, ITAR, and company procurement policies.
  • Vendor Relationships:
    • Develop and maintain strong vendor relationships to secure favorable terms and reliable supply chains.
  • Market Research:
    • Conduct market research to identify qualified suppliers and evaluate competitive bids.
  • Collaboration:
    • Work closely with program managers, engineers, finance teams, and internal departments to align purchasing decisions with project and operational requirements.
  • Recordkeeping and Audits:
    • Maintain accurate procurement records and support audits or government reviews, including CPSR audits.
  • Supplier Performance:
    • Monitor supplier performance and resolve issues related to quality, delivery, or invoicing.
  • Small Business Goals:
    • Support small business and subcontracting goals in accordance with DoD requirements.
  • Government Property Management:
    • Track, manage, and report Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP) in compliance with FAR Part 45 and DFARS requirements.
    • Maintain property records, conduct periodic inventories, and ensure proper disposition of government property.
    • Coordinate with property administrators and auditors to ensure accountability and compliance.

Qualifications

  • Education:
    • Bachelor's degree in Business, Supply Chain Management, or related field (or equivalent experience).
  • Experience:
    • 3+ years of purchasing/procurement experience, preferably in a DoD or government contracting environment.
    • Experience managing indirect purchasing activities and supporting CPSR compliance.
  • Knowledge:
    • Strong knowledge of FAR/DFARS regulations, CPSR requirements, government property management, and contracting practices.
  • Technical Skills:
    • Experience with ERP systems (e.g., Deltek Costpoint, SAP, Oracle) and procurement software.
  • Soft Skills:
    • Excellent negotiation, communication, and organizational skills.
  • Security Clearance:
    • Ability to obtain and maintain a DoD security clearance (Secret or higher, depending on program requirements).

Preferred Skills

  • Certifications:
    • Certified Purchasing Professional (CPP), Certified Professional in Supply Management (CPSM), or similar credential.
  • Government Property Systems:
    • Experience with government property tracking systems (e.g., PIEE, IUID Registry).
  • Additional Expertise:
    • Familiarity with cost/price analysis, subcontract management, and CPSR audit preparation.

Location & Work Environment

  • Work Arrangement:
    • On-site/Hybrid depending on program requirements.
  • Travel:
    • Occasional travel to suppliers or program sites may be required.

Compensation Statement

At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract-specific requirements; however, final compensation will be determined by individual qualifications and applicable contract terms. The general salary range for this position is as follows: $60,000.00 - $80,000.00
