Under the direction of the Manager, IT Portfolio Management, the Sr. Technical Portfolio Solutions Program Manager provides strategic leadership and advanced technical program management expertise for the planning, execution, and governance of the ServiceNow Strategic Portfolio Management (SPM) module and related enterprise portfolio processes.

The incumbent serves as a recognized enterprise wide subject matter expert in ServiceNow SPM and enterprise portfolio governance, responsible for technical oversight of the platform, lifecycle governance, demand intake, reporting, auditing, compliance monitoring, and process enablement. The position provides technical leadership to development teams, collaborates with cross-functional stakeholders, and safeguards the platform's long-term sustainability and ensures enterprise-wide compliance with established standards, policies, and procedures while aligning portfolio management practices with UC Davis Health's strategic objectives.

The role requires deep technical knowledge of ServiceNow, advanced program management skills, and the ability to operate with a high degree of autonomy. By bridging strategic program leadership with technical oversight, the incumbent ensures ServiceNow implementations are architecturally sound, sustainable, and deliver measurable business value to the IT Division and the institution as a whole.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • ITIL v4 Certification
  • Project Management Professional (PMP) Certification
  • Bachelor's degree in Computer Science, Information Systems, or related field, or equivalent experience
  • 8+ years of experience in IT project/program management, with at least 3 years in a technical leadership role
  • 8+ years representing an organization system-wide, with proven experience leading enterprise-level, high-criticality initiatives
  • 7+ years of progressively responsible experience in IT program or portfolio management
  • Proven ability to draft technical requirements, configure/build in DEV environments, and manage change through ITIL-compliant processes
  • Strong technical knowledge of ServiceNow modules (ITSM, ITOM, SPM, HRSD, or equivalent)
  • Strong interdisciplinary knowledge of enterprise IT systems, integrations, and data governance.
  • Ability to gather requirements, develop/configure solutions, and manage changes through ITIL processes.
  • Ability to lead cross-functional technical teams and manage complex, multi-stakeholder initiatives
  • Proficiency in technical documentation, system testing, and platform governance
  • Strong interdisciplinary knowledge of IT ecosystems, including HR, Finance, Procurement, and clinical systems
  • Expertise in enterprise portfolio governance, demand intake, lifecycle management, and compliance frameworks
  • Ability to mentor staff, build organizational capacity, and lead thought leadership initiatives
  • Strong analytical skills with experience developing dashboards, KPIs, and predictive analytics to support executive decision-making

Preferred Qualifications

  • Program Management Professional (PgMP) Certification
  • ServiceNow Certified System Administrator
  • ServiceNow Certified Implementation Specialist
  • Master's degree in Information Technology, Computer Science, or related discipline
  • 10+ years of progressively responsible experience with ServiceNow and enterprise IT governance
  • 10+ years of program/portfolio leadership experience in healthcare, higher education, or other complex enterprise environments
  • Experience representing an organization in industry forums, governance groups, or professional associations
  • Experience with ITIL and Agile
  • Experience with enterprise architecture frameworks, cloud platforms, and data governance best practices
  • Demonstrated success implementing enterprise portfolio governance models across multiple disciplines (IT, Finance, HR, Operations, Clinical)
  • Knowledge of cybersecurity requirements and cloud-based integrations
  • Recognized expertise in portfolio governance practices at a UC system or industry level
  • Demonstrated ability to influence institutional policy and governance frameworks

Department Overview

The Portfolio Planning & Governance (PPG) division is a strategic function within the IT Office of the CIO (OCIO). PPG provides transparency, governance, and oversight of the IT project portfolio, ensuring initiatives align with organizational strategy, resources are allocated effectively, and decision-makers have access to accurate and timely portfolio information.

PPG is responsible for overseeing and maintaining the IT project portfolio across UC Davis Health. Core functions include:

* Overseeing the intake and planning of IT initiatives
* Monitoring portfolio health and visibility through reporting and analysis
* Partnering with the OCIO Leadership Cabinet and IT Division Portfolio Leaders to ensure alignment with business goals
* Supporting the OCIO with data-driven recommendations to inform prioritization and resource allocation

The mission of PPG is to provide the Office of the CIO with clear, timely, and comprehensive visibility into the IT portfolio, enabling effective oversight of project status and portfolio health to support informed decision-making and strategic alignment.

Department Specific Job Scope

This role provides strategic leadership for the implementation, optimization, and governance of ServiceNow Strategic Portfolio Management (SPM) as the enterprise platform for portfolio management, demand intake, and lifecycle tracking. Operating at the highest level of technical and programmatic expertise, the incumbent serves as the recognized subject matter expert (SME) in ServiceNow SPM and enterprise portfolio governance, responsible for defining standards, establishing best practices, and ensuring long-term sustainability of the platform.

The Sr. Technical Portfolio Solutions Program Manager provides leadership in portfolio governance that extends beyond ServiceNow SPM, integrating financial, clinical, research, and operational IT systems to ensure enterprise alignment. Leads initiatives that have significant institution-wide impact, driving modernization of portfolio planning and governance processes across the IT Division. This includes ensuring portfolio data integrity, enforcing compliance with governance policies, and enabling real-time, executive-level visibility into project and portfolio health. The role requires advanced judgment and decision-making to address complex challenges and influence outcomes at the enterprise level.

This role operates with a high degree of autonomy and is accountable for the technical and strategic success of IT portfolio management solutions at UC Davis Health. The outcomes of this position directly impact portfolio investments, annual IT initiatives, and IT and business stakeholders who rely on accurate portfolio data for operational and strategic decision-making.
