Position Summary

Leidos is seeking qualified Military Standards Analyst(s) to support the ACCA5JI JINTACCS mission at our customer office in Langley, VA. This is a unique opportunity to apply your expertise in support of the U.S. Message Text Format (USMTF) program, which enables standardized, media-independent messaging for Joint and Combined operations across U.S. forces, NATO, allied, and partner nations.

Key Responsibilities

  • Analyze Joint Doctrine, USAF Tactics, Techniques, and Procedures (TTPs), Concepts of Operations (CONOPS), Initial Capabilities Documents (ICDs), issue papers, and operational plans.

  • Develop USMTF change proposals and Information Exchange Requirements (IERs) for MIL-STD-6040 and message catalog updates.

  • Translate operational user needs into Message Text Format (MTF) proposals and evaluations.

  • Review and assess proposed MTF Implementation Change Proposals (ICPs) from other Services, Commands, and NATO for interoperability, integration, and implementation.

  • Manage configuration of MIL-STD-6040 and Allied Data Publication 3 (ADatP-3) message catalogs.

  • Represent USAF interests at Joint USMTF Configuration Control Board (CCB) and NATO Senior Air IER Panel meetings.

  • Advise USAF voting principal on technical, doctrinal, and policy implications of proposed changes.

  • Develop and evaluate NATO Air IER Change Proposals and harmonize them for combined operations.

  • Review U.S. Guidance Packages for NATO working groups.

  • Draft responses and solutions for USAF-assigned action items from MTF meetings.

  • Create change proposals for expressing USMTF in XML format (XML-MTF) and evaluate allied XML schema proposals.

  • Assess documentation impacts on systems, procedures, and doctrine; recommend implementation strategies.

  • Prepare background papers, staff studies, talking papers, and presentation materials as directed.

Basic Qualifications

  • Education: Bachelor's degree in engineering, computer science, or a related technical field, plus 3 years of relevant experience.

  • Air Operations Center (AOC) Experience: Minimum 3+ years in an AOC or similar Tactical C2 system (e.g., TAOC, CRC, AWACS).

  • USMTF Message Experience: At least 3+ years working with USMTF messages (e.g., OPTASK LINK, ATO, ACO).

  • Character-Oriented Messaging: 3+ years using systems that employ character-oriented message exchanges.

  • Microsoft Office Proficiency: Recent 3+ years of experience with Excel, PowerPoint, and Word.

  • Security Clearance: Minimum Tier 1 investigation completed; Tier 3 / Secret clearance preferred.

Pay Range:Pay Range $57,850.00 - $104,575.00
