Exact compensation may vary based on skills, experience and/or education, and location. This position is also eligible for an annual bonus.

SUMMARY

The Talent Acquisition Specialist plays a crucial role in supporting the talent acquisition team by optimizing and streamlining recruitment and onboarding processes and ensuring a seamless candidate experience. This position works closely with the Talent Acquisition Partners, hiring managers, and candidates to manage Notice of Vacancies (NOV), new employee onboarding, and maintain applicant tracking system. The ideal candidate is highly organized, detail-oriented, and passionate about delivering exceptional service.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages the application tracking system to ensure accurate candidate tracking, reporting, and posting of vacant jobs.
  • Reviews resumes and applications to identify top candidates for further consideration.
  • Initiates and monitors the pre-employment process for all prospective hires, including drug testing and background checks, following the acceptance of a contingent offer.
  • Sends out and ensures the completion of talent assessments, as part of the application process.
  • Ensures timely follow up with candidates regarding next steps in the recruitment process.
  • Assists with candidate communications, including interview confirmations, follow ups, and status updates. Schedules and coordinates phone screens and interviews between candidates and hiring managers.
  • Prepares new hire paperwork and employment files including the retrieval, collection, and organization of paperwork.
  • Completes the onboarding of new associates, including completing the hiring process, maintaining accurate records in the applicant tracking system, and collecting and verifying all required documents in accordance with company policy and legal requirements.
  • Prepares the invoicing of direct placements and temporary staffing, for appropriate approval.
  • Administers the Referral Incentive program. Partners with associate and Talent Acquisition Partner to ensure timely payout of award.
  • Conducts initial pre-screening of candidates to assess qualifications, experience, and alignment with role requirements. Provides feedback to Talent Acquisition Partners on candidate suitability based on pre-screening conversations.
  • Assists with organizing recruitment events, career fairs, and other talent acquisition activities.
  • Assists in monitoring the progress of new associates through onboarding milestones and check ins.
  • Generates reports and metrics to track recruitment activity and performance.
  • Provides administrative support to the Talent Acquisition team, as needed.
  • Complies with, and stays abreast of, all policies and procedures, federal and state laws applicable to the job.
  • Provide, present, and promote the Citizens Experience to all external and internal customers.
  • Other duties as assigned.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other associates of the organization.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

COMPUTER & SOFTWARE SKILLS

  • Must have a working knowledge of Microsoft Office, Word, Excel, Outlook and general internet skills.
  • Knowledge of Applicant Tracking Systems and HRIS is preferred.
  • Comfortable with technology and its application to business challenges is highly desirable.

  • Analytical mindset to generate and interpret recruitment metrics and identify areas for process improvement.
  • Collaborative team player with the ability to work independently and contribute to team goals.
  • Comfortable navigating ambiguity and adapting to evolving recruitment strategies and business needs.
  • Familiarity with employment laws and compliance requirements related to hiring, onboarding, and recordkeeping.
