Statement of Purpose Provide program management for NIB's recruitment, engagement, compliance, rewards and recognition, Veteran and Military Spouse Employment initiatives. Champion opportunities for people who are blind. Provide guidance, consultation, and support to employees within NIB and our associated agencies. Business Communications

Education Bachelor's degree from an accredited university or college preferred. An equivalent combination of education and experience may also be acceptable. Training and Specialized Knowledge
- Knowledge of talent acquisition

- Strong computer proficiency including MS Office including Outlook, Word, Excel and PowerPoint
- Previous experience working within an HRIS platform. Paycom experience preferred.

Experience Six (6) plus years' experience in a human resource related role specifically employee recruitment. Previous experience in a recruitment firm as a recruiter and business development manager preferred. Familiarity with blind recruitment and military veteran programs helpful. Travel 15% travel. Will require travel within the Washington, DC metro area and periodically to recruitment fairs in the DC metro region including blind and veteran conference events outside of the DC Metro area. Specific Duties and Responsibilities Talent Acquisition
- Manage the talent acquisition program that spans employer branding, recruitment marketing, recruitment, candidate relationship management, an onboarding plan that involves succession planning and talent development, and continuous strategic alignment with C-level goals to include:
- Identifying candidates who are likely to provide an excellent culture fit.
- Find/creating new roles if a compelling candidate is available in the market.
- Assess passive candidates for possible roles in the organization.
- Position NIB as a preferred employer, building an uninterruptedtalent pipeline.
- Establish strong relationships with area employment agencies and manage NIB temporary employee usage.
- Job Description Evaluation and Maintenance: based on information from hiring manager, create new job descriptions for newly created positions; ensure all job descriptions are consistent in format and content.
- New Hire Orientation: Manage, develop, expand, and improve upon NIB's new hire orientation program to create a positive and effective learning experience for new employees.
- On-boarding: Manage the on-boarding and exit of all employees, temporary employees, and consultants. Provide a positive experience for new employees during their first months at NIB.
- Conduct exit interviews, analyze data, and make recommendations to the Director, Human Resources, for corrective action and continuous improvement.
- Assists with employee opinion surveys and analysis. Help build a stronger system of internal communication and information sharing to enhance overall team effectiveness.
- Develop and analyze the NIB turn-over report monthly.
- Maintain NIB's "relationships" with local (State, County and City) Workforce Development and Economic Development entities.
Compliance
- Develop, implement, and enforce human resource policies, processes, and procedures. Understand and implement HR laws and regulations.
Engagement
- Help develop programs to enhance NIB's employee engagement initiatives.
Employee Relations
- Respond to employee relation issues, such as employee complaints and harassment allegations. With assistance from the Director, Human Resources, direct the Performance Improvement Plans for employees who are not performing to standards.
- Coach and train managers in their communication, feedback,recognition, and interaction responsibilities with the employees who report to them. Make certain that the managers know how to successfully, ethically, honestly, and legally communicate with employees.
Rewards and Recognition
- Rewards and Recognition Programs: Establish programs to enforce a stronger link between rewards and performance, examine avenues for ongoing employee recognition by leading focus groups to gather employee ideas. Provide program improvement recommendations to Director, Human Resources, once approved responsible for implementation and communication of new program/enhanced program.
Veterans
- Create awareness among Veterans and Military Spouses respective organizations through event attendance and information sharing.
- NIB Liaison to Virginia, Values, Veterans (V3) certification program.
- Maintain NIB's "good standing" status with Virginia, Values Veterans (V3) program.
- Exhibit at V3 Job Fairs (monthly, quarterly)
- Participating in V3 Summits
- Provide V3 Quarterly reports (mandatory)
- NIB Liaison to evolve DOL-VETS Employment Navigator and Partnership Program (ENPP) in coordination with AbilityOne and SourceAmerica
- NSITE, BSC, and NPA's
- Develop potential DoD Skillbridge capabilities across NIB.
- NIB Liaison to DoD Military Spouse Career Accelerator Pilot (MSCAP)
- Manage program budget.
