SUMMARY STATEMENT
Change Management Consultants lead organization-wide, cross-functional teams to manage the timely and accurate implementation of CMS Directives Change Requests (CRs) and Technical Direction Letters (TDLs) and initiate and manage the Point of Contact (POC) review of CMS Draft CRs to ensure timely submission of required information to CMS.


ESSENTIAL DUTIES & RESPONSIBILITIES

Project Leadership and Consultation - 70%
* Lead and manage cross-functional project teams directly related to implementing CMS directives.
* Review and understand CMS requirements to provide leadership and direction to project resources to ensure timely project completion, operational goal achievement, and to meet the needs of internal and external customers.
* Lead or participate in the Draft CR Level of Effort (LOE) process for CRs determined to have potential cost impacts.
* Lead operations project resources to meet/exceed established ECDs (estimated completion dates)
* Manage project implementation by providing technical expertise, planning, preparing, reporting, coordinating, and communicating activities associated with implementing CMS directives.
* Develop project plan to manage the completion of tasks, project timelines, and resources.
* Facilitate organization-wide cross-functional meetings for input and resolution.
* Ensure user area impacts resulting from the project implementation are minimized (automate changes whenever possible), thus reducing administrative costs and processing time.
* Ensure pre/post implementation requirements meet all compliance, timeliness and CMS policy standards.
* Effectively identify, resolve, or elevate barriers/issues.
* Ensure compliance to legislative mandates through validation of data and/or other processes.
* Collect and maintain documentation to support the timely/accurate implementation of CMS requirements.
* Ensure policies, processes, and procedures are in place and consistently followed.
* Coordinate/communicate changes to area management and user area in a timely manner.
* Draft Technical Direction Requests (TDR) for submission to CMS and communicate directly with CMS, as needed.
* Manage Point of Contact (POC) reviews for CMS Draft Change Requests (CRs), level of effort estimates, and posting comments in CMS' Internet Portal timely.
* Participate in internal and external audits.


Scheduling, Reporting and Analysis - 20%
* Create and maintain project schedules.
* Update project status information as needed in the change management tracking application for creation of useful and accurate reports.
* Analyze, identify and report potential impacts pertaining to CMS Directives


Process Improvements - 10%
* Develop and build internal partnerships to improve communication, coordination, collaboration and effective working relationships. Recommends improvements to achieve and deliver high quality, value-added services.
* Monitor and evaluate the effectiveness of solutions, policies, practices and processes to ensure continuous improvement, good business partner relations, compliance and adherence to business and system requirements.
* Identify and implement potential process improvements through automation.
Performs other duties as the supervisor may, from time to time, deem necessary.


REQUIRED QUALIFICATIONS
* High School Diploma or GED
* 4 years' related work experience. This includes: previous operational experience such as (Business Operations Specialist, Business Analyst)
* Experience participating in or leading larger departmental projects or components of projects and planning, organizing, monitoring and controlling projects to ensure the effective use of resources and adherence to project management standards and reporting requirements.
* Broad knowledge of Medicare Program Regulations
* Demonstrated proficiency in Microsoft Project, PowerPoint, Word
* Demonstrated oral, written, and interpersonal skills
* Ability to handle multiple priorities within strict deadlines and timeframes


PREFERRED QUALIFICATIONS
* Bachelor's degree in related field such as Business Administration
* Project Management Institute (PMI) certification
Requirements
The Federal Government and the Centers for Medicare & Medicaid Services (CMS) may require applicants to have lived in the United States for a minimum of three (3) years out of the last five (5) years to be employed with the Company. These years of residence do not have to be consecutive.
