Kalman & Company is looking to hire a Program Analyst IV for an onsite position in Edgewood, MD. The salary range is $100K/year-$110K/year. Primary Responsibilities: 1. The Contractor shall generate, update, and/or provide as needed input to support annual, monthly, and weekly recurring reports, such as the Annual Program Reviews, monthly Management Acquisition Reports and the weekly Integrated Early Warning slide(s). 2. The Contractor shall brief leadership on the status of program reviews and recurring reports. 3. The Contractor shall communicate programmatic issues, concerns, and information. 4. The Contractor shall track the status of action items, meeting minutes, program milestones, and monthly reports. 5. The Contractor shall ensure that product team(s) are aware of deadlines, assignments, and objectives. 6. The Contractor shall provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. 7. The contractor shall assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations. 8. The Contractor shall complete various internal and external taskers, such as those in the Staff Action Status Information system and those in the Joint Product Lead CBRN Integration Operations Task Management website. 9. The Contractor shall complete various forms (e.g., UFRs, etc.). 10.The Contractor shall maintain contact with external organizations to manage Memorandums of Agreement and Memorandums of Understanding and to discuss budgetary and financial matters. 11.The Contractor shall provide program analysis and support to all relevant programs, assisting to identify, assess, manage, and mitigate program risk; assisting to prepare Procurement and Research, Development, Testing, and Evaluation (RDT&E) forms; drafting and maintaining budget spend plans; and monitoring obligations, disbursement of funds, and changes in program cost, performance, and schedule. 12.The Contractor shall provide necessary reports and documents to team members for submission to General Fund Enterprise Business Solutions (GFEBS) and the Joint Integrated Chemical, Biological, Radiological, Nuclear Analytical Platform (JICAP) 13.The Contractor shall assist in the development of contract and financial documents (e.g., purchase requests, etc.) for submission to GFEBS. 14.The Contractor shall update pertinent financial data in all Government systems (e.g. the Comprehensive Cost and Requirements (CCaR) system and JICAP, etc.) and program updates. 15.The Contractor shall analyze, develop, and refine acquisition, business, and financial strategies, as well as Program Objective Memorandum (POM) submissions to JPEO CBRND. 16.Contractor shall be able to work in a fast paced, agile work environment to answer short suspense's and taskers 5.2.1.9.2 The experience and certification requirements listed below are essential to successfully perform the tasks above: 1. The Contractor shall have a minimum of 6 years of experience with acquisition activities related to DoD Instruction 5000 series policies 2. The Contractor should previously participated on Integrated Product Teams (IPT) and shall have a minimum of 4 years of experience with the development of input for and entering information into: a. Program Management Reviews (PMR) b. Procurement Portfolio Management Tool (PPMT) c. Comprehensive Cost and Requirements (CCAR) d. Budget Execution Reviews (BER) e. Interagency Agreements (7600As/Bs) f. Joint Integrated CBRND Analytics Platform (JICAP) Minimum Requirements:
