The Assistant Manager, Track will oversee the inspection, maintenance, and repair of Metro Transit's light rail track systems. This position is responsible for managing track supervisors and maintenance staff across all shifts, ensuring work is completed safely and in compliance with applicable regulations. The role includes planning maintenance activities, supporting employee performance management, and ensuring operational efficiency through strategic resource management.


What you would do in this job

  • Direct and supervise track maintenance supervisors and employees across all three shifts, ensuring that all tasks are completed safely, efficiently, and in compliance with Metro Transit policies, safety standards, and regulatory requirements. Review and analyze inspection and maintenance reports to implement corrective actions when needed.
  • Plan and prioritize capital improvement projects and ongoing maintenance efforts to enhance the performance and reliability of the rail system. Coordinate with supervisors to ensure proper scheduling of both planned and emergency repairs, including necessary system shutdowns.
  • Regularly assess the state of the track system, identifying areas for improvement and reporting on maintenance needs. Ensure that work is conducted according to schedule and that resources are allocated efficiently for optimal system performance.
  • Support track supervisors with matters of discipline, coaching, and counseling, adhering to best practices in labor management. Assist in administering progressive discipline and collaborate with labor relations on investigations and employee performance issues.
  • Help develop and refine maintenance strategies, including routine, predictive, and preventative maintenance plans, in collaboration with supervisors. Analyze failure trends to identify opportunities for process improvements and enhance maintenance efficiency.
  • Manage the procurement of parts, tools, and materials required for track maintenance and repair projects. Ensure that appropriate resources are available for both scheduled and emergency work, and collaborate with the Capital Improvement Planning (CIP) team on large purchase needs for upcoming projects.
  • Attend project meetings, briefings, and discussions related to capital improvement projects and other departmental initiatives. Provide input and guidance on project needs, ensuring that maintenance activities align with overall organizational goals.
  • Perform additional duties as assigned to support the goals and operational efficiency of the track maintenance division.

What education and experience are required for this job (minimum qualifications)

Education and Experience:
Any of the following combinations of education in the field of Engineering or a related field, along with experience in track maintenance. Experience must include at least two (2) years in a supervisory, lead, or managerial role.

  • High school diploma and nine (9) years of experience in track maintenance, including two (2) years in a supervisory, lead, or managerial role.
  • Associate's degree and seven (7) years of experience in track maintenance, including two (2) years in a supervisory, lead, or managerial role.
  • Bachelor's degree and five (5) years of experience in track maintenance, including two (2) years in a supervisory, lead, or managerial role.

Licenses Requirement
  • Valid driver's license with an acceptable driving record
  • The ability to get a Class A CDL Driver's License within six (6) months of hire.

Knowledge, Skills, and Abilities:
  • Knowledge of Federal Railroad Administration (FRA) Track Safety Standards Part 213, Subparts A through G, including defect codes.
  • Knowledge of and experience with safety practices as they pertain to track systems and equipment.
  • Knowledge of inspection, maintenance, repair, installation, troubleshooting, and testing of light rail track systems (e.g., roadbeds, grade crossings, ties, rails, frogs, replacement of track switches, and embedded track).
  • Knowledge of theory, construction methods, industry practices, and principles of track and track maintenance equipment.
  • Skill in analyzing and resolving disciplinary and grievance issues.
  • Skill in prioritizing work orders and effectively scheduling personnel.
  • Skill in supervising job duties safely and efficiently in compliance with all applicable rules and regulations, including the ability to operate required vehicles or equipment.
  • Skill in using Microsoft Word, Excel, and email applications at an intermediate level.
  • Ability to diagnose and determine corrective actions necessary to resolve track-related problems.
  • Ability to pass Metro Transit Rules Examination and consistently adhere to Metro Transit's safety rules.

Working Conditions:

This position may be required to work in wet, humid (non-weather) conditions, near moving parts or equipment, in high, precarious places, near fumes or airborne particles, toxic or caustic chemicals, near vibration and in outdoor weather conditions up to one-third (1/3) of the time. Position may work with risk of electrical shock up to two-thirds (2/3) or more of the time. May work around moderate noise.

Physical Conditions:

This position may require sitting, talking or hearing, use of hands to finger, handle or feeling and lifting up to ten pounds up to two-thirds (2/3) or more of the time, standing, walking, reaching with hands and arms and lifting up to twenty-five pounds, up to two-thirds (2/3) of the time. Position may also require climbing or balancing and lifting up to fifty pounds up to one-third (1/3) of the time. Depth perception, ability to adjust focus, distance, close, color and peripheral vision is required for this position.

If you are new to the Metropolitan Council , you must pass a drug test (safety-sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor, and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
