Position Summary: The Grants Manager is a key leader within the Development Department, responsible for securing and managing a diverse portfolio of government and philanthropic funding that advances VOA Oregon's mission and strategic priorities. This role oversees all stages of the grants lifecycle, including identifying opportunities, leading proposal development, coordinating cross-departmental input, ensuring compliance with funding requirements, and stewarding funder relationships. Managing a portfolio of $8-12 million annually, the Grants Manager plays a critical role in sustaining existing revenue streams and generating $1-3 million in new funding each year from public agencies, private foundations, corporations, and other institutional funders.

The Grants Manager collaborates closely with program, finance, and executive leadership teams to ensure alignment between funder expectations and organizational capacity. The role provides leadership in developing compelling proposals, accurate budgets, and outcome-driven reports leading bi-weekly fundraising opportunity meetings with agency leadership to discuss viability and fit of specific grant opportunities. This role supervises the Grants Team, fostering a collaborative and results-driven environment, and supports the Vice President of Development in broader fundraising initiatives, including donor engagement and strategic planning.

Education and Training:



  • Bachelor's degree in a relevant field required such as nonprofit management, public administration, communications, business, social work, or a required field required; a combination of equivalent education and experience may be considered in lieu of a degree.
  • Training with donor management systems, such as Raiser's Edge NXT, and experience with budgeting and compliance tools is highly desirable.


Experience



  • At least five years of progressive experience in grant development and post-award administration, including grant writing, compliance, systems management, and funder relations.
  • Proven ability to secure and manage grants ranging from $500,000 to multi-million-dollar awards, including multi-year funding initiatives.
  • Background working with a diverse range of funding sources, including local, state, federal, corporate, and private/family foundations.
  • Extensive experience in developing and monitoring grant budgets, including managing indirect costs, match requirements, and compliance with restricted and unrestricted funding.
  • Demonstrated experience in grant writing, fund development, or nonprofit management preferred.
  • Minimum of two years of supervisory experience, including hiring, mentoring, and evaluating staff.


Other Eligibility Requirements:



  • Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit.
  • Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
  • Must have an active driver's license, current insurance, a reliable vehicle and ability to meet VOA Oregon's and VOA Oregon's insurer's driving standards to travel between worksites and meetings.
  • Must be legally authorized to work in the United States without sponsorship.


Essential Duties and Responsibilities:



  • Develop, submit, and administer strategic and complex grant proposals and budgets in alignment with the VOA Oregon's mission, strategic plan, and program goals.
  • Identify, research, and assess funding opportunities from government agencies, foundations, and corporate partners to support agency priorities.
  • Cultivate and steward long-term relationships with institutional funders, including government agencies, corporate and family foundations, and philanthropic partners.
  • Lead and facilitate bi-weekly internal grant strategy meetings with executive and program leadership to evaluate opportunities and determine alignment.
  • Coordinate with program and finance teams to collect required narrative, outcome, and budget information for grant proposals and reports.
  • Manage a comprehensive annual grant calendar, including submission deadlines, reporting requirements, site visits, and stewardship activities.
  • Track and monitor grant activity and progress using Raiser's Edge NXT, including proposal deadlines, renewals, award status, and funder communications.
  • Prepare and submit timely, accurate grant reports in accordance with funder guidelines, ensuring alignment with outcomes, budgets, and deliverables.
  • Maintain up-to-date standard proposal templates, attachments, and organizational information for efficient grant writing and reporting.
  • Coordinate and participate in funder meetings, virtual or in-person site visits, and follow-up communications to support ongoing relationships.
  • Collaborate with the development team and communications staff to design funder engagement strategies, recognition plans, and visibility opportunities.
  • Prepare annual forecasts of expected grant revenue for budgeting and development planning purposes.
  • Maintain current knowledge of funding trends, grant cycles, and emerging opportunities in alignment with the organization's funding priorities.
  • Participate in cross-departmental fundraising and donor engagement efforts, including events and development campaigns, as needed.
  • Support the Vice President of Development in key fundraising activities, including attendance at select donor meetings and strategic planning discussions.
  • Demonstrate understanding of social and behavioral health programs and integrate this knowledge into grant development and communications.
  • Perform other duties as assigned by the Vice President of Development or the executive team.


Knowledge, Skills, and Abilities:



  • Knowledge of fundraising principles and donor stewardship strategies, with the ability to build and sustain strong relationships with foundations, government agencies, corporate funders, individual philanthropists, philanthropic organizations.
  • Knowledge of government grant requirements and processes, including application, compliance, reporting, and audit readiness for federal, state, and local funding sources.
  • Knowledge of nonprofit financial management, budgeting, and fiscal reporting, with the ability to align grant proposals and expenditures with organizational goals and funding requirements.
  • Knowledge of grant evaluation methods, including the ability to use data and outcome metrics to assess impact, guide program improvements, and support continuous quality improvement.
  • Knowledge of trends and best practices in philanthropy and institutional fundraising, including equity-focused giving, corporate social responsibility, and impact reporting.
  • Skilled in prospect research and identifying grant opportunities aligned with organizational mission and programmatic priorities.
  • Skilled in preparing compelling and well-structured grant proposals, reports, and supporting documentation tailored to each funder's unique requirements and priorities.
  • Skilled in coordinating cross-functional collaboration with program, finance, and executive teams to gather necessary data, narratives, and budgets for successful submissions.
  • Skilled in managing multiple grants concurrently, including tracking deadlines, monitoring performance, ensuring compliance, and completing timely reports.
  • Skilled in grant stewardship and relationship-building, including coordinating site visits, maintaining regular funder communication, and promoting ongoing engagement.
  • Skilled in utilizing grant management and donor database systems, including Raiser's Edge NXT, to track opportunities, deadlines, awards, and funder history.
  • Skilled in Microsoft Office Suite and related software, including Word, Excel, and Outlook.
  • Ability to work independently, prioritize tasks, and manage competing deadlines while maintaining high attention to detail and quality.
  • Ability to communicate effectively in both written and verbal formats, including translating complex programmatic and financial data into persuasive narratives.
  • Ability to support program and executive leadership in implementing evaluation strategies to demonstrate impact and strengthen future proposals.
  • Ability to promote a trauma-informed feedback culture that supports inclusivity and belonging.
  • Ability to handle sensitive information with discretion and maintain professionalism in high-stakes communications and funder relationships.

Supervisory Responsibility: This position leads the Grants Team, providing guidance, support, and strategic vision, fostering a collaborative environment, and ensuring effective coordination of efforts to maximize grant fundraising success, working to achieving grant fundraising goals, and advancing the organization's mission.
