DEFINITION
Under general supervision, to perform complex technical inspection work involving major public works construction and improvement projects in City rights-of-way; and to perform related work as required.
CLASS CHARACTERISTICS
Positions in this class are the inspectors for City projects in City rights-of-way when the projects are contracted out or performed by City employees. This class is distinguished from other building inspection classes by the assignment of public works construction project inspections and by the independence of action in determining acceptance or rejection of work, stopping work for non-compliance, and negotiating change orders.

Examples of Duties
-
Inspects construction of streets, curbs, gutters, storm drains, sewers, sidewalks, water lines, alleys, and related structures; inspects paving performed under contract for compliance with plans and specifications; inspects block walls, fencing, irrigation systems, concrete, guard rails, street striping, clearing and grubbing operations, excavation and subgrade preparation, trench excavation, jacking pipe construction, and other assigned projects; tests and reports on construction materials, determines whether construction and inspection are in conformity with safety regulations; reports work not in accordance with specifications and recommends work stoppage for non-compliance; performs office engineering work involving drafting and computations; makes written reports of inspections; acts as liaison between concerned parties for utility relocation and street closures; prepares construction change orders; inspects private construction performed under permit to assure conformity with regulations; reads plans and blueprints; records daily activities; opens and checks construction bids; acts as witness in compaction and pressure tests; witnesses cleaning of newly constructed sewer lines, sampling of potable water, and fence erection; inspects paving thickness; review traffic control plans; enforces traffic control system standards; inspects work assignments to assure satisfactory completion; investigates complaints and consults with the public; operates two-way radio; delivers and picks up plans and specifications; operates City vehicle; operates personal computer; and attends meetings and training sessions.

Typical Qualifications

LICENSE REQUIRED
- Possession of a valid and appropriate Class C California Driver's License and a good driving record.
EDUCATION AND EXPERIENCE
Education:
- Equivalent to completion of the twelfth (12th) grade.
Experience:
- Three (3) years' experience in construction or public works inspection work.

PHYSICAL DEMANDS AND WORKING CONDITIONS
- Strength: Medium work-lifting, carrying and/or pushing 50 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds.

Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire. The examination may consist of questions relative to knowledge of construction methods, procedures, and materials; surveying and drafting procedures, instruments, and equipment; principles of algebra, geometry, and trigonometry and their application to engineering; methods and practices of public works inspection; materials testing procedures; appropriate safety precautions and procedures; and basic computer applications used in the course of work. The examination may also contain questions regarding the ability to determine quality, materials, and workmanship through inspection and to determine compliance with plans and specifications; make accurate field notes and sketches; maintain accurate records; make required engineering computations; read engineering plans and specifications; effectively communicate in writing and orally; operate a vehicle observing legal and defensive driving practices; understand and carry out oral and written instructions; establish and maintain effective relationships with those contacted in the course of work; and use sound judgment regarding the acceptability of inspected work.
