Job Summary The Director of Financial Aid serves as the chief administrator of the Financial Aid Office under the direction of the Dean of Student Affairs. The incumbent is responsible for providing strategic leadership, supervision, and compliance oversight for all financial aid operations at the college. This position oversees the administration of federal, state, and institutional financial aid and scholarship programs in accordance with applicable laws and regulations, including Title IV federal student aid and student loans. The Director provides vision and direction to ensure financial aid services support student access, recruitment, and retention efforts. They serve as key members of the College Strategic Enrollment Management (CSEM) team and are accountable for developing, implementing, and assessing policies and procedures that align with the college's mission and values. The Director approves program requests, ensures integrity in aid distribution, and maintains a culture of compliance while delivering student-centered service. Essential Functions 45% - Administration, Compliance, and Program Oversight Plans, administers, implements, supervises, and evaluates all financial aid programs, including federal, state, institutional, and private aid; ensures compliance with all applicable federal, state, local, and MCCCD regulations; oversees internal and external audits, prepares accurate and timely reports (e.g., FISAP, PPA), and ensures exception-free program reviews; directs systems for processing applications, awarding aid, and communicating eligibility; implements changes to procedures to maintain compliance and manages all reconciliation and reporting functions. 45% Leadership, Strategy, Supervision, and Staff Development Provides vision and leadership for financial aid operations in support of the college's enrollment and retention goals; recommends and implements data-informed strategies aligned with federal and state regulations; manages financial aid and scholarship budgets, student employment programs, and scholarship disbursement; hires, trains, supervises, and evaluates full-time staff, temporary employees, and student workers; facilitates professional development to ensure staff remain current on regulations and practices; fosters a high-performing, student-centered team culture through structured communication, coaching, and ongoing training. 10% - Student Services Integration and Institutional Engagement Supports the planning and supervision of Mesa Community College's one-stop student services operation, ensuring effective in-person, virtual, and phone service delivery; collaborates across departments, including Information Technology and Student Records, to improve student-facing services; participates in college and district committees, task forces, and working groups; represents the college and financial aid office in professional organizations and with internal and external stakeholders to advance institutional goals and improve service to students. Minimum Qualifications Master's Degree from a regionally accredited institution in education, business administration, public administration, legal studies, a social science field, a humanities field, or related field and four years of related experience that includes two years of management and supervisory experience. OR An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Desired Qualifications A. National Association Student Financial Aid Administrators (NASFAA) Certified Financial Aid Administrator B. Five (5) or more years of experience as a Director, Associate Director, or Assistant Director of a program of similar complexity and scope in an institution of higher education C. Five (5) or more years' experience providing supervision, personnel management, administering special programs/budgeting, and providing fiscal oversight of a financial aid department in an institution of higher education D. Five (5) or more years' experience administering state and federal (Title IV) financial aid, financial assistance programs, and scholarship programs. Experience interpreting and ensuring compliance with federal, state, local, and institutional financial aid regulations, laws, and policies. Experience ensuring compliance with enrollment reporting. E. Proficient with student information systems such as PeopleSoft Campus Solutions and Microsoft Office Applications, including but not limited to Excel, Word, and PowerPoint.
