DESCRIPTION OF WORK

As a Small Business Analyst, you will play a pivotal role in expanding contracting opportunities for small, small diverse, and veteran-owned businesses across the Commonwealth. You will have the opportunity to support BDISBO's mission by conducting detailed analytics to set participation goals on a wide range of contracts, spanning construction, professional services, and goods procurement. By analyzing project scopes, cost estimates, and historical spend data, you will be ensuring goals are realistic yet ambitious, helping to level the playing field for underrepresented vendors.
In addition to goal setting, you will be responsible for evaluating the responsiveness and merit of subcontracting plans submitted by bidders, facilitating Procurement Review Group (PRG) meetings and advising on waiver determinations. Your working knowledge will enable you to serve as a key resource for vendors, offering technical support on certifications, contract navigation, and Good Faith Effort documentation. Outreach and education are integral to this position, with participation in industry events and agency trainings to encourage broader small business engagement. Our ideal candidate will have sound judgment, a working knowledge of procurement and contract law, and the ability to interpret policies, laws, and regulations with precision.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week, upon successful completion of the training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree; or
- An equivalent combination of experience and training.
Other Requirements:
