Qualifications

Education and Experience: A bachelor's degree in chemistry, biochemistry, plant sciences, pharmacology, toxicology, or a closely related scientific field.

A master's degree or higher is preferred but not required.

At least three (3) years of professional experience in a cannabis, hemp, or comparable regulatory or analytical science field.

Laboratory experience in either a commercial testing facility or product manufacturing setting is strongly preferred. Familiarity with the production, formulation, testing, and regulation of hemp-derived cannabinoid products is strongly preferred.

Overview

The Hemp Regulatory Advisor serves as the ABC's lead technical expert on hemp-derived cannabinoid products. The role supports policy implementation, advises on product safety and lab certification standards, and acts as the primary liaison to the Department of Agriculture's lab. This position assists with compliance investigations, interprets lab results, and helps monitor the accuracy of product labeling. The Advisor also engages in public outreach, coordinates with other state agencies, and tracks scientific and industry developments to support informed regulatory decisions.

Responsibilities

- Provide scientific and technical input to assist the Commission in implementing statutory requirements and regulatory policies concerning hemp-derived cannabinoid products.
- Advise the agency on standards for laboratory certification and product safety.
- Monitor the certification status and performance of laboratories involved in cannabinoid testing, including coordination with the Department of Agricultures laboratory.
- Evaluate the validity and reliability of Certificates of Analysis provided by regulated entities.
- Assist with compliance monitoring by supporting investigations involving random product sampling and independent laboratory testing.
- Analyze discrepancies between product labeling and test results and advise on regulatory implications.
- Participate in stakeholder outreach efforts, including public hearings, industry meetings, and educational forums.
- Serve as a technical liaison to the regulated community, answering inquiries and providing guidance on compliance with scientific standards.
- Maintain regular coordination with other state agencies, particularly the Department of Agriculture and the Department of Revenue, on laboratory, enforcement, and compliance matters.
- Monitor scientific and industry developments related to hemp-derived cannabinoids.
- Prepare internal reports, summaries, and briefings for agency leadership on emerging issues, testing trends, and safety data.
