THE POSITION

DESCRIPTION OF WORK

As a Revenue Fiscal Analyst 2, you will perform comparative fiscal analysis of enforcement programs and operations with the purpose of determining the most effective and efficient allocation of resources for each initiative. Results of these analyses will be used to make recommendations for an annual enforcement resource allocation plan compiled by the bureau. You will also be responsible for determining data sources, gathering data, and conducting impact analysis of proposed new or revised legislation where the basic structure of an existing tax is being altered or a new tax unrelated to existing taxes is being introduced.


This professional participates in planning, development, and implementation of enforcement and collection strategies for the deputate and for the department using personal computing systems, PATH, and other internal and external data sources, including but not limited to, individual and business tax data from the Internal Revenue Service, other state agencies, and local government. Additional duties entail developing and maintaining large databases, preparing comprehensive and detailed analysis and written reports, and performing the assessment of proposal variations on request. We are looking for someone who can work independently with a creative mindset and problem-solving orientation to best serve the taxpayers' and other stakeholders' needs effectively.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Revenue Fiscal Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in fiscal analysis and a master's degree in economics, business administration, statistics, mathematics, or computer science; or
  • Three years of technical experience in fiscal analysis and a bachelor's degree including thirty credits in economics, statistics, mathematics, and/or computer science; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must possess at least two years of work experience employing data and statistical analysis using large amounts of complex data housed in data warehousing systems.
  • You must possess at least two years of work experience identifying trends and patterns.
  • You must possess at least two years of work experience with fact-based decision making.
  • You must possess work experience in extracting, transforming, and loading data using SQL, Advance Excel, Power BI, and event-based data sources.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):
  • Work experience creating maps using ArcGIS.
  • Work experience developing websites and website applications.

Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
  • You must meet eligibility requirements for the Commonwealth Law Enforcement Assistance Network (CLEAN).
