Current Assignment
This Utility Foreworker posting will fill one (1) vacancy. The selection process for this posting will be used to determine the most qualified candidate. The highest rated qualified candidates from the selection process, as defined by the SEIU contract, will be offered the positions, as determined by the Foreworker Evaluation Committee.

The Utility Foreworker, under general supervision, plans, directs and reviews the work of a shift of Utility Workers performing a variety of janitorial duties in maintaining rolling stock, shops, offices and revenue vehicles in clean and orderly condition; provides for the instruction of staff in work and safety procedures; performs related work as assigned.
This class assigns and directs the work of a shift of Utility Workers in a specified geographic or functional area. Work assignments to be completed are provided by a full supervisory class and the foreworker is responsible for ensuring the quality and quantity of work performed. While the foreworker is responsible for initial appraisal and documentation of performance, employee selection and major personnel decisions are left to the full supervisor in charge.
The ideal candidate will demonstrate expertise as defined by the current assignment and have a demonstrated history of the following experience and knowledge:

  • Technical Knowledge of the work performed in this skill area (Rail Car Cleaning)
  • Ability to Read and Write Effectively
  • Ability to Analyze Problems, Make Decisions and Direct a Work Force
  • Ability to Effectively Communicate Verbally

Selection Process
This is a SEIU Local 1021 Bargaining unit position. The selection process will follow procedures pursuant to the Foreperson Evaluation Committee process specified in the SEIU Local 790 contract.

The Employment Office will screen bids/applications/resumes against the minimum qualifications. Those candidates who meet the minimum qualifications will be referred to the hiring department for further consideration. The selection process may involve a skills/performance test, written exam, and/or a panel interview. Outside applicants will not be considered until all employees who have applied have been considered first.

All applicants are asked to complete the application in full, indicating dates of employment, all positions held, hours worked, and a full description of duties. On line applicants are invited to electronically attach a resume to the application form to provide supplemental information, but should not consider the resume a substitute for the application form itself.

Examples of Duties

  1. Plans daily work schedules in accordance with established cleaning schedules and assigned special activity list; assigns work to individuals or crews and ensures that work is done to accepted standards and within an established time frame.

  2. Assesses and adjusts activities to ensure that revenue operation is not impacted; assesses scope of unscheduled maintenance work and assigns work or determines if work should be completed by other shifts.

  3. Reviews performance of Utility Workers, counsels employees and prepares documentation of deficiencies.

  4. Resolves minor disputes and informs supervisors of disciplinary problems requiring action.

  5. Interprets District policies and procedures to employees.

  6. Ensures that necessary tools, equipment and supplies are available for completion of the work.

  7. Orders and requisitions stock or special supplies and equipment as approved by supervisor.

  8. Holds safety meetings and discussions of shop issues; trains employees and monitors and enforces the use of protective equipment and safe work practices.

  9. Reads and interprets work orders and supply instructions; maintains logs and records and prepares reports of work performed

  10. Keep management advised of unusual situations occurring during shift.


Minimum Qualifications

A typical way of gaining the knowledge and skills outlined above is:

Equivalent to completion of the twelfth grade and three years of experience in performing a variety of janitorial work.

Other Requirements:
Must be willing to work shifts; must have sufficient physical mobility to inspect work of others.


Knowledge and Skills

Knowledge of:

  • Janitorial procedures, methods, supplies, tools and equipment.
  • Basic supervisory principles, including work assignment, instruction and review.
  • Principles and practices of safety in janitorial work.
  • Procedures for ordering and requisitioning parts, tools and supplies.

Skill in:
  • Planning, assigning, directing and reviewing the work of Utility Workers.
  • Instructing staff on work and safety procedures.
  • Analyzing unusual janitorial problems, establishing the scope of work required and recommending approach to the work.
  • Preparing and maintaining accurate records, logs and reports.
  • Reading and interpreting written instructions.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Exercising sound independent judgment within established guidelines.
