Strategic Initiatives Division

Number of Positions: 1 (Additional vacancies possible pending budget approval)

This position is open to the public and all current city employees covered under the City's Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, positions allocated to this class perform specialized data engineering and analysis functions to develop data driven solutions for the use of informed, actionable, strategic decisions, and performs related duties as required.

Essential Duties:



  • Meet with managers to identify the scope of problems and define the objectives of various studies and data-driven projects.
  • Evaluate complex business and operational systems and draft detailed functional flows and models to assess current methods, data processes, methodologies, and modeling techniques.
  • Interface with senior leadership, program managers, and external stakeholders to identify, evaluate, and define opportunities for improved efficiency, cost savings, and process and policy improvements throughout the department.
  • Develop work plans and data collection processes to achieve observed objectives to enhance decision-making while effectively communicating findings, interpreting complex data, and guiding the department's operations.
  • Write, review, and edit reports and manuals documenting study results, recommending changes to improve operations, and possibly present new or revised processes, procedures, and work standards to managers and team members.
  • Extracting information from structured, semi-structured, and unstructured data using statistical methods and algorithms that find patterns and relationships in large volumes of data.

Hours: 9:00 a.m. - 5:00 p.m.

Salary: $115,776

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Data Analytics, Statistics, Mathematics, Economics, Computer Science, or Information Technology/Systems or a directly related field, plus three (3) years of experience in data analysis or data management; or an equivalent combination of education, training, and experience.

Disclaimer - "Accredited" means any nationally or regionally accredited college, university, or law school where the applicant is enrolled in or has completed an Associates, Bachelors, Masters, or Juris Doctorate degree program.

SELECTION REQUIREMENT: This position requires applicants to complete an interview which includes a skills assessment. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected for hire.

Preference will be given to candidates possessing the following:



  • A Master's degree in Data Analytics, Statistics, Mathematics, Economics, Computer Science, or Information Technology/Systems or a directly related field.
  • Previous professional experience creating, managing, or using databases and database software.
  • Previous professional experience in a role or field related to statistical analysis and modeling.
  • Previous professional experience requiring the collection, analysis, and written summarization of quantitative and/or qualitative data.
  • Previous professional experience creating data visualizations.
  • Previous professional experience working with data management tools such as R, Tableau, Python, SPSS or Proficiency working with SQL
  • Knowledge of and experience with applied data science in the context of criminal justice, policing, or public policy.
  • Ability to fluently read, write and speak any language other than English.



Residency Requirement: All employees of the City must be actual residents of the City as outlined in 2-152-050 of the City Chicago Municipal Code. Proof of residency will be required.
