General Counsel/Legal Services

Number of Positions: 1

Starting Salary: $87,516

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

ESSENTIAL DUTIES

This position will provide legal guidance on a variety of public health programs, with a focus on the Maternal, Infant, Child & Adolescent Bureau, Disease Control Bureau, and Behavioral Health Bureau; draft, review and negotiate agreements including data sharing agreements, intergovernmental agreements, memorandums of understanding, contracts; research and answer CDPH staff's legal inquiries; support the Department's rule making and legislative initiatives.

* Researches legal requirements and advises management/staff on legal issues related to CDPH operations as they are affected by local, state, or federal laws or relevant contracts

* Works with the City's Department of Law, as needed, in investigating circumstances and interviewing witnesses regarding complaints, arbitrations, and lawsuits involving the department and staff

* Maintains records and prepares reports on legal procedures for department management

* Reviews and interprets various documents (e.g., legal documents, requests for information, contractual requirements, legislation, performance bonds) for department management/staff

* Drafts legal documents (e.g., letters, memoranda, contracts, contract close-out letters, personnel charges) in response to subpoenas, Freedom of Information Act (FOIA) requests, and other requirements for information and ensures documents conform to the law

* Meets with community members and attorneys, other public jurisdictions, or private parties regarding issues affecting the department and advises them or states the department's position on legal matters

* May supervise a staff engaged in legal research and oversee related work of staff in other departments (e.g., accountants, engineering technicians, administrative assistants) and/or outside vendors, as required

* Conducts training for staff (e.g., CDPH staff, other departments, Board of Health members) in relevant legal issues, including creating and updating training curriculum and materials and ensuring that training curriculum withstands failure to train lawsuits, as required

* With an emphasis on public health law, evaluates department's compliance with local, state, and federal laws, ensuring a sound legal basis for programmatic activities

* Responds to requests from Inspector General's office and to legal questions from staff in other departments

* Assists in the development of departmental policies, procedures, and programs, as required

* Coordinates the collection of materials requested through discovery requests or subpoenas, answers interrogatories, manages requests to admit, etc.

* Manages and facilitates communications with outside counsel and the Department of Law

* Provides legal support to CDPH's Institutional Review Board and the Board of Health

* Represents CDPH and the Office of the General Counsel on committees and workgroups

* Reviews legislation impacting CDPH and assists in formulating the department's position on these issues

* Provides legal advice and interpretations of the department's general orders, special orders, rules and guidelines

* Completes tasks as designated by the General Counsel

The ideal candidate will demonstrate comprehensive knowledge of local, state and federal public health statutes and regulations; have at least two years of experience drafting and reviewing detailed legal documents, including legal memorandums, IGAs and policies/procedures; will have a minimum of three years of experience (and enjoy) researching and analyzing novel legal issues; will have at least two years of experience successfully engaging with clients and external parties; and will be collaborative, persistent, and adaptable/flexible.

Hours: 9:00am to 5:00pm

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an American Bar Association (ABA) accredited law school, plus three years of work experience in the legal profession as a licensed attorney

Licensure, Certification, or Other Qualifications

Admission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705)

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:



  • Knowledge of local, state and federal public health statutes and regulations
  • Experience drafting and reviewing detailed legal documents, including legal memorandums
  • Experience successfully engaging with clients and external parties
  • Experience researching and analyzing novel legal issues
