Temple University's Campus Safety Department is searching for a Deputy Director, Organizational Affairs.

Salary Range: $105,300 - $175,000
A variety of important factors are reviewed by HR when considering salary, including job duties, the applicant's education and experience, all relevant internal equity considerations, department budget, and funding source.

Position Summary
Reporting to the Vice President of Department of Public Safety, the Deputy Director of Organizational Affairs leads and directs the following administrative functions for the department: Personnel, Tactical and Professional Development, Communication Center Dispatch, Information Systems and Technology. The Deputy Director provides strategic and organizational planning input to the Vice President; promotes continuous improvement; sets and monitors goals for the functions reporting to them; and adjusts to meet those goals.

The Deputy Director works closely with the Vice President and the VP's other direct reports to ascertain departmental goals, assign resources, ensure effective cross-team communication and collaboration, and report on critical issues arising from their areas of oversight. Working with their management staff, the Deputy Director ensures that the strategy and operations of their areas of oversight are aligned with that of the Department of Public Safety and Temple University. The Deputy Director must have a proven track record of leading, supervising, developing, communicating with, and motivating others. They must address organizational issues with creativity and flexibility; innovate and recognize and support innovative ideas; and evaluate and measure the performance of people, teams, and organizations.

Required Education and Experience
* Master's Degree in a job-related field and a minimum of eight (8) years of directly related experience in law enforcement.
* Must have a current MPOETC certification, be certified under the Municipal Police Officer's Training Act (Act 120) or be able to obtain certification within six months. *
* An equivalent combination of education, appropriate training, and related experience may be considered

Preferred Experience
* Ten years of directly related experience in law enforcement.

Required Skills and Abilities
* Ability to handle sensitive matters in a confidential and professional manner.
* Must have skills and competencies in Department of Public Safety and emergency management, including Department of Public Safety, outreach/engagement, health preparedness, emergency planning, crisis communication, physical plant preparedness, and preparedness training/education.
* Skilled in critical thinking and problem-solving, as well as being innovative and creative.
* Excellent interpersonal and communication skills and experience with public speaking.
* Skilled in report and presentation preparation and delivery
* Ability to ensure a fair and respectful work environment.
* Ability to ensure departmental compliance with all personnel-related matters.

Essential Functions of Position
* Works toward the department's vision, mission, and goals and promotes them to others.
* Represents the department in a positive and professional manner.
* Maintains positive relationships with other Temple University departments, student groups, and other internal and external stakeholders.
* Makes recommendations to the Vice President on budget, organizational matters, and special programs and projects within their areas of responsibility.
* Serves on departmental and University committees as needed.
* For each of the functional areas they supervise, the Deputy Director:
o Ensures the administrative functions maintain high levels of service and continually drives improvement of key processes.
o Ensures the administrative functions are properly staffed, with the right people in the right roles, and with necessary training available to meet organizational needs.
o Works with functional area leaders to develop short- and long-term objectives, provides guidance on setting priorities, and follows up to ensure direction is appropriate, and progress is made.
o Meets regularly with functional area leaders to promote team building, resolve issues, and promote knowledge and idea exchange.
o Identifies existing or emergency problems and resolves them quickly and effectively to prevent escalation and minimize negative impact.
o Keeps up to date on relevant regulatory and compliance issues and shares information with their team.
o Conducts and oversees audits and inspections of administrative processes to ensure policies and procedures are applied consistently and to ensure compliance with regulatory entities such as APCO, accreditation, training, and standards applicable to law enforcement in Pennsylvania, and federal entities such as the U.S. Department of Education.
* Oversees Department of Department of Public Safety's personnel matters, including payroll, hiring, recruitment, retention, and onboarding; tracking of discipline, sick leave, and FMLA; scheduling and billing of overtime; and security contractor billing.
* Develops and implements a strategic and forward-looking plan for hiring, recruitment, and retention for Department of Public Safety.
* Oversees the department's Tactical and Professional Development Unit, which leads the research, development, planning, design, and delivery of training and instructional programs provided by Department of Public Safety on active shooter/intruder, CIT and mental health, de-escalation, trauma-informed policing, dispatch, firearms, and body-worn cameras (for department personnel, i.e. police, security officers, dispatch staff) as well as emergency preparedness (for department staff as well as the wider Temple community).
o Determines the training needs of the department and develops and implements a plan to meet those needs.
o Determines the training needs and interests of the wider University community, specifically regarding emergency preparedness, and promotes training opportunities across the University.
* Supervises the Sergeant of Communication Center/Dispatch - this position is responsible for the technical, administrative, and supervisory activities associated with Department of Department of Public Safety's Communication Center, which provides dispatch support for the University's police and security personnel.
* Oversees the Department of Public Safety Technology Unit.
o Supervises Technology & Systems personnel, who maintain and track the campus's cameras, access control systems, and code blue phones.
o Supervises CAD/RMS technology upgrades and management.
o Manages all AI and LPR technology and vendor contracts
* Oversees the TUPDS Information Systems Unit.
o Supervises Information Systems personnel, who maintain the department's Information Technology systems.
* Supervises IT operations to include IT hardware, software, radio and computer systems and applications.
