Posting Summary
Rutgers, The State University of New Jersey is seeking a Research Project Manager for the Center for State Health Policy ( CSHP) within the Institute for Health, Health Care Policy and Aging Research.

This arrangement builds on a long-standing and productive relationship between CSHP and NJ Medicaid and presents a unique opportunity for qualified applicants who desire to work with large and complex healthcare data systems and seek the broad technical and policy experience gained from working with colleagues in both an academic environment and for a state government program. Working and training under the direction of leadership within the Medicaid Office of Business Intelligence ( OBI), and the Associate Director of Data Analytics at the Center for State Health Policy, the incumbent(s) will assist in the development, staffing, and operations of the OBI, expanding the current data analytic capabilities of Division of Medical Assistance and Health Services ( DMAHS) and enabling the rapid identification of emerging trends in enrollment, eligibility, service utilization, and other information needed to gain actionable intelligence on ways to improve the quality and efficiency of health care services delivered to clients within the NJ FamilyCare, the state's Medicaid program. This position performs highly complex expert data science, statistical analysis and project.

Among the key duties of the position are the following:

  • Develops and oversees the implementation of project workplans to carry out analyses of data and provides technical advice to colleagues within Medicaid.
  • Extensive scope for independent judgment in assuming responsibility for high level professional work including special project management.
  • Provides the highest level of technical guidance, and ultimately office adoption and implementation of an entirely new IT/data solutions for the OBI which is the nerve center of Medicaid analytics.

Qualifications


Minimum Education and Experience

  • A minimum of a Bachelor's degree in relevant disciplines including epidemiology, health informatics/IT, policy analysis/administration, public health, economics, engineering, computer science, or information security.
  • A minimum of five (5) years of professional experience querying, analyzing, and reporting on complex healthcare data sets utilizing such programs such as Access, SAS, SQL, SAP BI or equivalent.
  • Note that an advanced degree can be substituted for 2 years of experience.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Strong multi-disciplinary project skills.
  • Prior success in collaborating on complex projects with multiple stakeholders.
  • Strong written and verbal communication.
  • Strong data documentation skills.
  • Experience with large database management.
  • Proficiency using SQL-powered data analytics and data visualization tools, including Tableau.
  • Proficiency in structured query language and database design.
  • Knowledge of industry leading platforms/providers that serve Medicaid the program.
  • Ability to develop complex data visualization tools, including interactive dashboards that depict program performance related to key metrics.
  • A strong work ethic and problem-solving skills, who takes initiative and enjoys making sense of complex data, and who has strong attention to detail and scientific curiosity.
  • Sufficient experience to work independently and lead various OBI activities.
  • Be a good collaborator, with the ability and motivation to progress rapidly in assimilating and applying advanced techniques in statistical analysis and programming, complex data management, and systems improvement strategies.
  • The incumbent in the position is relied upon for the highest level of technical guidance, and ultimately office adoption and implementation of an entirely new IT/data solutions for the OBI which is the nerve center of Medicaid analytics.
  • A strong work ethic and problem-solving skills.

Preferred Qualifications

  • Master's Degree.
  • Experience working with and analyzing complex hospital or other healthcare provider billing/EHR data, Medicaid/Medicare claims and other health utilization data for research, program evaluation, and policy development within an academic or government agency setting.
  • Proven ability to work with the processes and technologies of other large administrative health and financial data.
  • Experience building NCQA HEDIS quality measures or other similar healthcare quality indicators (i.e. AHRQ Quality Indicators, PQA) and/or alternative payment models.
  • Ability to prepare clear, sound, accurate, and informative statistical and narrative reports containing findings, analyses, conclusions, and recommendations.
  • Experience using Medicaid enrollment, claims and encounter data for planning objectives.
  • Experience navigating in a complex, multi-disciplinary organizational environment to achieve mission driven goals.
  • Experience with analysis of healthcare utilization and with integration of geographically based data with individual level healthcare datasets to support multilevel analyses.
