Overview

E2 is currently seeking a qualified Quality Assurance/Quality Control Manager to facilitate the successful execution of compressor stations and related facilities within the Southern California region. These projects will involve multiple construction phases and necessitate individuals with substantial experience and expertise across various quality-related disciplines. The appointed individual will be responsible for overseeing a team of professional QA/QC inspectors on a daily basis. The selected contractor will engage in collaboration with the internal staff of our clients, E2 personnel, and other contracting companies to ensure that all work adheres to the required standards and complies with applicable specifications, codes, and safety regulations.



Responsibilities

The ideal candidate should possess a well-rounded combination of experience across the following essential areas:

Civil, Structural, and Architectural (CSA)

    Earthwork and grading inspections.
  • Soil compaction and stabilization testing oversight.
  • Concrete pre-pour and post-pour inspections (foundations, pilings, etc.).
  • Rebar placement and materials verification.
  • Substructures.
  • Trenching and backfilling.
  • Structural steel erection oversight (Bolting, welding, etc.).
  • Building quality surveillance.
  • Be familiar with structural codes such as IBC, CBC, AWS, ACI, and AISC.

Welding, Mechanical, Testing

  • Be familiar with mechanical codes standards such as ASME, AWS, API, ANSI, and ASTM.
  • Be familiar with the approved construction drawings and Company specifications.
  • Understanding welding techniques, welding positions, welding consumables, weld preparation, and welding-inspection documentation requirements.
  • Complete, submit, and maintain applicable inspection reports daily that accurately describe the work performed on the project in a manner that the welds inspected may subsequently be identified per current standards.
  • Ensure all proposed design changes and/or material substitutions are discussed with the Construction Manager/Project Manager and that proper approvals are obtained prior to proceeding with work.
  • Verify all materials used are in compliance with Company requirements.
  • Possess an understanding of the relationship between quality assurance, quality control and inspection procedures.
  • Assure welding procedures are established, and each welder is qualified for the work they are performing.
  • Monitor the quality of the welds being made to ensure sound welds are being made at all joints.
  • Verify all weld repairs are made in accordance with applicable codes and Company specifications.
  • Perform duties designated by the Chief Inspector in accordance with the job requirements outlined in the assigned activity and contract specification.
  • Ensure safety measures are followed. Communicates safety issues to the inspection team. Addresses safety concerns and escalate safety issues to the Chief Inspector or Construction Manager.
  • Responsible for tracking all materials used for pipeline construction including joint numbers, joint lengths and heat numbers associated with all materials (pipe stock, fittings, etc.).
  • Hydrostatic and pneumatic pressure test witnessing.

Protective Coatings

  • Review the applicable coating system specifications.
  • Initiate the qualification of surface preparation.
  • Ensure the readiness of the QA/QC requirements are met before starting of coating application.
  • Initiate inspection requests for client monitoring inspections.
  • Ensure the calibration/validation of blasting/coating Equipment, tools, etc.
  • Monitor environmental conditions, including but not limited to: ambient temperature, dew point, relative humidity.
  • Monitor curing operations.
  • Perform visual inspections as needed.
  • Validate WFT, DTF results performed by QC inspector.
  • Validate Holiday testing of coated components.
  • Monitor and inspect for handling damage.
  • Witness and document all repairs.
  • Prepare the inspection reports, internal NCR's, etc.
  • Be familiar with protective coating standards such as NACE, SSPC, and AAMP.

Electrical & Instrumentation

  • Surveillance of contractor's installation, fabrication, and other identified field work as it relates to electrical SCADA installation and other equipment as needed.
  • Perform System Analyses Testing (SAT).
  • Interpret blueprints, ISO's, P&IDs to determine conformance to design requirements.
  • Conducts visual and mechanical inspections of equipment to troubleshoot and assure proper operation; operates testing equipment to test electronic and mechanical components.
  • Use computer and hard-copy documents to receive, review and orient to job specific instructions, standards, job packages, and scope-of-project documents.
  • Prepare inspection reports.
  • Use computer and hard-copy documents to record changes to job estimates, prints, and sketches.
  • Communicate effectively with stakeholders and crew members throughout the project to identify and mitigate potential issues, risks, and changes.

Qualifications

Minimum

  • 10 years' experience in construction inspection, QA/QC, or similar services, including management of quality control personnel.
  • A strong understanding of NFPA, IBC, CBC, AWS, ACI, AISC, ASME, API, ANSI, ASTM, NACE, SSPC, and AAMP codes and standards.
  • Working knowledge of quality assurance/control and procedures related to project construction.
  • Proficient with computers and portable electronic tablets and supporting software applications, such as Microsoft Office, Excel, Teams, Adobe Acrobat.
  • Must be at least 18 years of age.
  • Must possess a High School diploma, GED, or equivalent work experience.
  • Must possess a valid Driver's License.
  • Ability to work and travel in all types of weather extremes.

Desired

  • 15 years' experience in construction inspection, QA/QC, or similar services, including management of quality control personnel.
  • Leading industry inspection certifications such as AWS CWI, ICC -S1, S2, 47, and EC, AMPP CIP 2 of 3, API 1184, 510, 570.
  • Bachelor's degree in engineering with six (6) years of construction, or quality control as it relates to facility construction.
  • Understanding of state and local municipal regulations.
  • Use of strong oral and written communication, presentation and facilitation skills required.
  • Demonstrated supervisory skills.
  • Analytical, problem-solving, and decision-making skills.

Project Duration

Estimated at 30 months, with sustained, full-time quality oversight anticipated at each site.

Additional Qualifications

All candidates must have relevant industry certifications and/or experience for their specific disciplines. Familiarity with compressor station construction and gas utility work is highly preferred. Strong documentation, communication, and coordination skills are essential.

Wage Data Per State Requirements

The pay range for this position is $110/hr - $112/hr. The starting pay will be commensurate with skill, education, experience, and working environment.
