PRIMARY FUNCTION The Director of Programs has Executive oversight responsibility of and coordinates/monitors the activities of all program/project or personnel. Also, overall responsible for program controls across the organization. Overall responsible for the Cost, Schedule and Performance of all programs/projects assigned. The Director of Programs is responsible for maintenance of program/project master schedules, reviews and approves new Order Execution Plans (OEPs), development and submission of program/project reports and contract/task order deliverables. Serves as the Executive Owner of processes related to Product Realization. The Director of Program Management works in connection with the Sr. Management team and reports directly to the Group Vice President. Director of Programs supports Business Development in group strategy and new business opportunities. ESSENTIAL FUNCTIONS
- Responsible for the oversight of all programs/projects
- Coordinates the execution of all programs/projects with the program managers, project managers, and other assigned project personnel.
- Monitors the execution of all programs/projects and provides recommendations and formal guidance as needed.
- Keeps the VP abreast of top-level program management issues/status associated with each of programs/projects.
- Provides the VP and President periodic status reports, updated program/project schedules, recommendations and risk analysis of issues and/or problems arising as part of the program/project set execution.
- Reviews draft OEPS and other proposals prepared by project personnel and provides comments/recommendations if needed.
- Directs the activities of the program control and scheduling organization, prioritizes work/tasks to be performed and then ensures the tasks are executed in a timely manner.
- Plans and tracks resources needed to perform the program management mission.
- Develops the vision and execution strategies and plans necessary to insure that has all the data, reports, schedules and state of the are management tools needed to support its customers.
- Strong team building and effective communications with subordinates, peers and customers.
- Other duties as may be assigned.
SUPERVISORY RESPONSIBILITIES This position manages the overall Program Management functions to include, administrative, technical, performance and maintenance of schedules as defined by the group VP. This position's responsibilities may include hiring, terminating, performance reviews and performance corrections of assigned personnel including program managers, project managers and assigned DOP Staff. This position has the responsibility and authority to carry out assigned tasks. KNOWLEDGE, SKILLS, & ABILITIES: LANGUAGE SKILLS - Ability to read and interpret/comprehend lengthy technical and administrative documents, to include for examples, scope of work, solicitations, task orders, technical manuals and operational procedures. This position requires the ability to write routine reports, correspondences and procedures. Ability to speak and brief before groups of customers, senior managers, and internal executive management, peers and subordinates. MATHEMATICAL SKILLS - Ability to calculate figures and amounts associated with materials and labor costs. The ability to understand budgets and bills of materials are of primary importance. REASONING ABILITY - Ability to analyze and solve practical problems, through the use of a systematic approach that focuses on the identification of the specific issues or variables and then determining their relationship to the various variables affecting the given situation. Must possess the ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. PEOPLE CONTACT - Position requires daily interaction within the program management organizational structure as well as the Yulista support structure. In addition, periodic and reoccurring contact with customer personnel and management at various levels. DECISION MAKING - Requires the ability to collect information, analyze data presented and make a timely judgment that will result in an effective decision. The ability to make decisions is essential to ensure that programs and projects are executed in an effective, timely and cost-effective manner. QUALIFICATIONS:
- BA/BS degree in Business, Engineering, Design or related field with 15+ year's related experience required (or equivalent) specifically in military or military related.
- Master's Degree preferred.
- Must have PMP certification (Or International Equivalent) or DAU Level 3 Project Mgt. Certification.
- This position requires a strong attention to programmatic detail and systematic follow through, use of independent judgment, and excellent communications and people management skills.
- Must be able to obtain and maintain a Government Security Clearance
