Position Overview

QinetiQ US is looking for a Budget Financial Analyst to join our team. This position supports a program within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(P)) and will be onsite at the Mark Center.



Responsibilities

    Daily Budget execution including process, track and report on commitments, obligations, and expenditures.
    Collect and evaluate financial data and other information concerning agency expenditures.
  • Research and liquidate unliquidated obligations (ULOs) for up to five prior years in support Advana DAR-Q (Dormant Account Review Quartey)
  • Serve as the primary point of contact for all travel-related funds management. Manage, analyze and report on funding aspects of the Defense Travel System (DTS) in accordance with records requirements.
  • Prepare funding documents (e.g., MIPRs, Interagency Agreements, fund cites) in DAI (Defense Agencies Initiative).
  • Process and track component requests for funding documents and Official Representation Funds (ORF).
  • Process and track component requests for funding documents for Fund Cites
  • Develop, modify, update, and maintain auditable records databases, IPA (Intergovernmental Personal Act) process IPA packages, pay invoices, and manage program


Required Qualifications

  • At least three years of DOD (or similar Federal Dept) financial management or budget analyst experience.
  • Bachelors degree
  • High level of proficiency in Microsoft Excel is required.
  • Demonstrated experience with preparing, understanding and presenting budget execution reports and status of funds against OSD benchmark goals is required.
  • Demonstrated experience directly providing daily budget execution in a FM environment is required.
  • Working knowledge of the PPBE process.

Preferred Qualifications

  • CDFM, CGFM, PMP, CPA or other similar certifications
  • SCI eligibility is highly desired
