The Director of Capital Budget will serve within the Division of Budget and Capital Program Management. Candidate will be responsible for managing the preparation, maintenance, and tracking of the agency's $33 billion Ten-Year Capital Plan. Will direct a staff of 6 professional, administrative, and clerical personnel in the performing research and analysis activities. Responsible for the preparation of Capital Commitment Plan updates three times per year including revising cost estimates and schedules of all agency projects in FMS; manages planning for capital projects and programming out needs for those projects. Updates bi-annually the Ten-Year Capital Plan; will manage and oversee all certificate-to-proceed requests for agency projects, working to obtain Office of Management and Budget (OMB) approvals; Coordinate and monitor projects by developing work schedules, guiding team members and reviewing quality and timeliness of work. Will prepare tracking reports and updates to managers, the Commissioner, and executive staff on the overall capital budget and capital funding for individual agency programs. Candidate will work closely with DOT operational division personnel to bring informed understanding of agency's programs to the central administration of the capital budget and will oversee staff doing the same. Designs and supervises administration of appropriate forms of data collection. Candidate will serve as liaison to OMB and other agencies budget offices to coordinate funding requests and administration of capital funding. Candidate will evaluate existing resources to determine needs and recommend policies, procedures and action plans to senior management. Perform other related capital budget administration duties as directed by the Executive Director for Budget Administration. Will perform related managerial duties to oversee Capital Budget Unit staff. The ideal candidate will combine excellent communications skills and strong knowledge of the City's capital budgeting process. Familiarity with DOT a plus. Minimum Qualifications 1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or 55a Program

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
