Job Summary

The Loudoun County, Virginia Department of Planning & Zoning is seeking an experienced professional to manage the Customer Service Center (CSC) Division in a large, expanding, and multifaceted jurisdiction that is leading growth in the Washington, D.C. metropolitan area. The Division Manager will lead the CSC to implement the County's primary mission of providing the highest level of service to our customers. Specifically, this critical Department leader will facilitate inter-departmental meetings with applicants and staff on rezonings, ordinance amendments, and other legislative-type applications; receive and assist in the processing of Planning and Zoning related applications; lead technological improvements within the Department including improvements to web pages; serve staff and other departments with their GIS and data analysis needs; and facilitate prompt solutions to customer needs and concerns. The Division Manager supervises a staff of seven professional planners and will report to the Planning Assistant Director. This position requires the ability to guide and manage program workflow and products and provide informed, concise, and persuasive presentations to the Board of Supervisors, Planning Commission, Committees, and County agencies on fee adjustments and other initiatives. Position is a part of the Department leadership team and collaborates on matters of organizational development, budget, and recruitment and will also support interdepartmental initiatives.

Minimum Qualifications

Master's degree in Planning, Public Administration, Public Policy, Business Administration, or a related field; five (5) years of related work experience as project manager in planning or a related field including two (2) years of supervisory experience; or equivalent combination of education and experience.
American Institute of Certified Planners (AICP) certification is desired.

Job Contingencies and Special Requirements

This position requires a criminal background, valid driver's license and driving record check. After a training period, this position is eligible for two days of telework per week. Relocation assistance is available to successful candidates that live more than 40 miles away.
This position requires strong interpersonal skills and a style that emphasizes diplomacy and the willingness to seek reasonable solutions. The ability to think strategically about operational and programmatic issues is essential. Must have strong written and verbal communication skills as well as the ability to mentor staff. Attendance at occasional night meetings after normal business hours is expected.
