Overview

Nakupuna Consulting is seeking to hire a Quality Control / Quality Assurance Manager to support the implementation, configuration, and modernization of advanced wireless networking infrastructure in support of the Marine Corps Enterprise Network (MCEN-N) Wireless Lifecycle Refresh and Expansion at six USMC East Coast installations. The QC/QA Manger will oversee inspection and validation processes, with a strong focus on quality performance during Verification Site Surveys, engineering design, implementation, and system cutover.



Responsibilities

    Support Verification Site Surveys (VSS) to assess existing conditions, document findings, and ensure site readiness aligns with design and installation quality requirements.
  • Create Test Plans and Test Scripts to support Technical Interchange Meetings (TIM) during the Engineering Design Phase, ensuring clear communication of QC standards.
  • Participate in and support Non-Developmental Item Integration Reviews (NIR) to verify hardware and software components comply with integration and QC standards.
  • Conduct Test Readiness Reviews (TRR) and validate systems are prepared for testing, ensuring quality control measures are in place before execution.
  • Oversee Cutover activities including equipment removal, power systems validation, system outages, and coordination of quality inspections.
  • Manage the Physical Configuration Audit (PCA) and Project Closeout Review (PCR) to confirm all installed equipment and configurations meet design specifications and government acceptance criteria.
  • Maintain accurate documentation and configuration records to support Warranty tracking and inventory control.
  • Monitor subcontractor work quality and adherence to scope, reporting non-conformance issues and ensuring corrective actions are taken.
  • Collaborate with installation site leads, engineering teams, and USMC stakeholders to ensure all deliverables meet quality, schedule, and compliance objectives.


Qualifications

Education and Experience:

  • Bachelor's Degree and 7 years of experience.

Qualifications:

  • BICSI Installer 2 (Copper and/or Optical Fiber) Certification required; RCDD or higher-level BICSI credentials are a plus.
  • Proven ability to develop and execute test plans, checklists, and technical documentation for network and infrastructure modernization.
  • Demonstrated experience with WLAN deployment, structured cabling standards (e.g., ANSI/TIA-568), and inside/outside plant installation oversight.
  • Familiarity with MCEN-N wireless network standards, cutover testing, system validation, and post-installation audits (e.g., PCA/PCR).
  • Strong written and verbal communication skills; ability to clearly document and present findings to stakeholders at all levels.

Location: Must be willing to travel and work in any government installation in the United States Specifically Marine Corps Base (MCB) Camp Lejeune, Marine Corps Air Station (MCAS) Cherry Point, Marine Corps Logistics Base (MCLB) Albany, Marine Corps Air Station (MCAS) Beaufort, Marine Corps Recruit Depot (MCRD) Parris Island, and Marine Corps Support Facility (MCSF) Blount Island. Travel may be 20% or more.

Clearance: This position requires an active Secret security clearance. Must be a U.S. citizen.
