Central Utilities Manager - Facilities Management and Campus Services (FMCS)

Carnegie Mellon University's Facilities Management & Campus Services department is searching for a Central Utilities Manager to join the team! Job Functions/Core responsibilities:

• Act as primary liaison for account management with utility providers to university owned buildings - including PWSA, Peoples Gas, and Duquesne Light.

• Coordinates with Facilities Operations to ensure reliable, efficient and cost-effective operations of the central utilities water/sewer distribution, steam/condensate distribution, and chiller plants/chilled water distribution system

• Manages assessment of utilities infrastructure. Provides input for the expansion and renewal of campus-wide utility systems and acts as owner's representative for capital projects for major repairs and expansions.

• Partners with Green Practices to help advance and support the university's goal to become a leader in environmental excellence among higher education institutions.

• Works with Utilities Analyst to evaluate utility billings and meter data. Recommends methods of cost containment and assists in development and management of the annual utilities operating budget. Sets benchmarks for usage, developing and implementing appropriate conservation measures. Reviews the various fiscal reports for accuracy and handles the budget for adherence to the program plan.

• Develops and recommends maintenance project priorities for equipment and operational strategies to improve operating efficiency. Identifies building mechanical problems impacting utility consumption.

• Reviews utility systems GIS maps, conditions, and maintenance practices and provides advice to the appropriate Facilities personnel. Provides recommendations on other steps to develop a sound and efficient utility infrastructure.

• Provides input on engineering, design, construction and maintenance services for existing and new infrastructure. Maintains and revises the various utility standard operating procedures (SOPs), manuals and publications.

• Respond promptly by phone or in person as appropriate to emergency situations involving central utility systems.

• Strong attention to detail; maintain accurate and detailed reports and records.

• Due to the critical nature of the utility systems, must be on-site during regular working hours, major projects and emergency response events.

Qualifications:

• Bachelor's degree - preferably in engineering, business, management or equivalent related field experience desired.

• Five years of experience in utility infrastructure or facilities maintenance and operations preferred.

• Demonstrated experience running the operation and maintenance of infrastructure systems.

• Demonstrated experience handling effective preventative maintenance program.

• This is a full-time (37.5 hours) position based in Pittsburgh, PA
