Position Overview
We are seeking a highly skilled and experienced Process Safety Management (PSM) Leader to Optimize/Advance, implement, and oversee enterprise-wide compliance with OSHA's Process Safety Management regulation (29 CFR 1910.119). The PSM Leader will ensure consistent application of PSM standards across all chemical manufacturing facilities, drive continuous improvement, and foster a safety-first culture. This is a strategic role, with global responsibility, that combines regulatory compliance expertise, risk management, governance, and operational leadership.
Job Responsibilities
PSM Program Leadership
- Optimize/Advance, implement, and maintain enterprise-level PSM programs and policies to ensure compliance with OSHA 29 CFR 1910.119.
- Serve as the subject matter expert on PSM, providing guidance to site leadership, operational teams, and other stakeholders.
- Establish and monitor KPIs to measure PSM program effectiveness and drive continuous improvement.
- Champion a culture of process safety across the organization by promoting leadership engagement, fostering employee participation, integrating safety into all levels of decision-making, and maintaining consistent communication about the importance of process safety.
Process Safety Governance
- Lead the organization's process safety governance efforts to ensure alignment of PSM practices across all facilities.
- Optimize/Advance and enforce enterprise-wide governance frameworks, standards, and protocols for managing process safety risks.
- Establish a governance structure that includes regular reviews, audits, and reporting to executive leadership on process safety performance and compliance.
- Facilitate cross-functional collaboration and standardization of PSM practices across sites to ensure consistent execution and accountability.
- Track, report on and follow up on PSM related actions in the electronic management system.
Risk Assessment and Management
- Working with corporate engineering resources and site personnel, support and help coordinate Process Hazard Analyses (PHAs) across all facilities, ensuring timely completion and actionable outcomes.
- Optimize/Advance risk mitigation strategies and oversee the implementation of corrective actions identified through PHAs, incident investigations, and audits.
- Ensure compliance with Management of Change (MOC) processes, including the review and approval of modifications to equipment, processes, and procedures.
Auditing and Compliance
- Partnering with corporate engineering resources, conduct enterprise wide PSM compliance audits, identify gaps, and develop action plans to address deficiencies.
- Ensure timely documentation and reporting of compliance activities and performance metrics.
- Stay updated on regulatory changes and industry best practices to ensure the organization remains at the forefront of safety standards.
Training and Development
- Optimize/Advance and deliver PSM training programs to be used for employees, contractors, and leadership teams to enhance safety awareness and knowledge.
- Foster a culture of safety ownership and accountability at all organizational levels.
Incident Management
- Lead root cause analysis investigations for PSM-related incidents and near misses.
- Develop recommendations and implement lessons learned to prevent recurrence.
- Track and report on the status of corrective actions developed from process safety related incidents.
- Ensure timely communication of PSM related events, primary causes and corrective actions.
Stakeholder Engagement
- Collaborate with EHS teams, operations, engineering, and maintenance departments to align PSM goals with broader business objectives.
- Serve as the primary resource for assisting sites with regulatory agencies during inspections and inquiries.

Minimum Qualifications
Education
- Bachelor's degree in Chemical Engineering, Mechanical Engineering, Environmental Science, or a related field.
- Advanced degree or professional certifications (e.g., CSP, CCPSC) preferred.
Experience
- Minimum of 10 years of experience in process safety management within the chemical manufacturing or related industry.
- Demonstrated success in leading enterprise-level PSM programs and multi-site operations.
- Demonstrated experience leading compliance effort in other countries and cultures.
Skills and Knowledge
- Deep understanding of OSHA 29 CFR 1910.119 and other relevant PSM-related regulations and standards.
- Thorough understanding ISO based management processes.
- Proven expertise in conducting PHAs, incident investigations, and MOC processes.
- In-depth knowledge of best practices in process industries, including risk management, operational excellence, safety performance benchmarking and employee engagement.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication, leadership, and team-building abilities.
- Proficiency in safety management software and tools.
Work Environment and Travel
- Primarily office-based with regular travel to manufacturing facilities (up to 50%).
- May require occasional work in industrial settings with exposure to hazardous materials and environments.
