We support customers with Centers of Excellence in Washington DC, Huntsville, AL and Burlington, MA with an additional 36 locations across the U.S. Astrion has an exciting opportunity for an HNC Program Manager, leading and managing Astrion's Engineering and Professional Acquisition Support Services (EPASS) service delivery to the Air Force's Crypto and Cyber Systems Division (HNC). JOB DETAILS LOCATION: San Antonio, TX (Hybrid) JOB STATUS: Full time JOB SUMMARY The HNC Program Manager (PM) is responsible for leading and managing Astrion's Engineering and Professional Acquisition Support Services (EPASS) service delivery to the Air Force's Crypto and Cyber Systems Division (HNC). The HNC PM will collaborate closely with the prime contractor, task leaders, and talent acquisition team, ensuring early identification of staffing needs, timely filling of positions, and development of employees. This role requires a proactive individual, preferably with management or supervisory experience in an Air Force acquisition organization. RESPONSIBILITIES
- Customer Relations (Government and/or Prime Contractor):
- Develop and maintain a strong relationship with the prime contractor's HNC PM to maintain awareness of program requirements and to collaborate on vacancies, promotion opportunities, and employee performance feedback.
- Act as a point of contact for prime contractor inquiries and concerns
- Gather customer feedback to inform and improve service delivery and resource management strategies.
- Staff Management:
- Hold regular team meetings to discuss progress, address issues, and keep everyone informed about organizational updates and changes.
- Encourage continuous learning and development by providing opportunities for training, certifications, and career advancement.
- Coordinate employee onboarding processes to ensure a smooth transition for new hires.
- Lead direct reports (Task Leads) and Astrion employees, focusing on team development and mitigating turnover risks.
- Conduct performance reviews and recommend merit salary adjustments.
- Recommend and advocate for promotions.
- Recruitment and Hiring:
- Develop position descriptions and detailed job qualifications.
- Review resumes, select candidates to interview, select candidates to recommend to the prime, make salary recommendations consistent with financial objectives, contract constraints, and labor market.
- Provide technical direction to the TA function to ensure alignment with program needs.
- Contract and Expense Management:
- Review and confirm contract change orders, including new positions, descopes, funding, and hours.
- Monitor available funds on assigned projects and submit Limitation of Funds notifications when required
- Review and confirm invoices are current, complete, and correct
- Review employee travel authorization requests and coordinate for approval
- Review and approve employee expense reports (ER).
- Collaborate with the prime, finance, contracting, and security to ensure they properly and promptly integrate new employees
- Compliance and Time Management:
- Ensure compliance with time reporting requirements.
- Review and manage FTO (Flexible Time Off) requests and usage.
- Office management
- Serve as direct contact with landlord, corporate facilities, security, administration, IT, contracting, and finance regarding the San Antonio office.
REQUIRED QUALIFICATIONS / SKILLS
- Bachelors degree, masters degree preferred.
- Holds or ability to obtain secret clearance.
- Experience in talent development, including career development, training, and certifications.
- Proficient in leading direct reports.
- Ability to collaborate effectively with division directors and other stakeholders.
- Strong interviewing and resume review skills.
- Experience with contract and expense management.
- Excellent organizational and multitasking skills.
- Strong problem-solving abilities and attention to detail.
- Effective communication and interpersonal skills.
- Proactive approach to identifying and addressing operational needs.
- Proficiency in office software (e.g., MS Office) and familiarity with office equipment.
DESIRED QUALIFICATIONS / SKILLS
- Experience working in AFLCMC/HNC highly desired.
- 10 years of experience running a DOD program.
- Strong (proven) leadership skills with a focus on team development.
- Excellent time management skills and the ability to prioritize tasks effectively.
