Credit Granting Officer General Summary:
Responsible for the timely disposition (approval or rejection) of member (and non-member Housing Associate) credit borrowing requests in line with Bank's credit risk appetite, credit policies, standards, guides and procedures. Provides approval of credit granting and/or complies with escalation standards based on member's risk condition(s). Works closely with members, Bank management, prudential regulators, and second lines of credit risk defense for higher-risk dispositions. Ensures all lending activities are in compliance with Bank's risk tolerances and approved exceptions. Evaluates and determines member lending credit terms and additional warranted controls or protections as appropriate. Performs monitoring and management reporting on member borrowing trends and borrowing behaviors. Analyzes borrowing requests in line with trends (i.e., member, market segment, and industry trends) in conjunction with credit risk monitoring activities performed by Bank's second line of defense. Prepares management reports evidencing compliance of the lending function within Bank policy, standards, and procedures and all approved exceptions. Supports development and maintenance of associated credit granting policies, standards, guides and procedures. Defines and evaluates borrowing anomalies and engages in member conversation supporting the lending decisions / borrowing requests and dispositions. Collaborates with second line of defense (ERM) on analytical and statistical reports on lending risks.
Principal Duties and Responsibilities:
- Serves as the primary responsible party for performing timely daily credit dispositions (approval or rejection) of all member (and non-member Housing Associate) borrowing requests.
- Relays to credit applicants acceptable borrowing terms and conditions that align with the Bank's credit risk appetite, ensuring safe and sound credit risk management operations.
- Monitors member borrowing behaviors, including insights on market trends, segment trends and industry developments.
- Works closely with Enterprise Risk Management in staying attuned to credit risk issues, including daily news monitoring, stock price monitoring, and market indicators, and emerging risks as it pertains to stressed credit events and associated borrowing demands.
- Identifies, tracks and reports on anomalous borrowing requests and actual credit/borrowing activity.
- Ensures credit granting activities are in line with legal and statutory requirements, Bank policy, standards, guides and operating procedures. Ensures lending terms and conditions align with member's financial condition and performance ratings, and that all credit granting is appropriate for the borrower's credit rating, collateral status, and assigned haircuts, with appropriate restrictions in place (as applicable).
- Communicates all required escalation events timely as needed (e.g., high-dollar requests or higher-risk transactions) to the appropriate parties for disposition support in accordance with Bank standards and procedures.
- Responsible for the ownership of the risk positions taken in the credit granting function and holds the responsibility for the results, ramifications, and opportunities of those risk positions. Ensures lending decisions are based primarily on the member's capacity and willingness to repay (or support/non-objection from prudential regulator(s)); and that credit granting is always in line with the Bank's credit risk appetite.
- Maintains the first line of defense support of the Credit Risk Management System (CRMS), notably the 'Advances Queue', 'Advance Exceptions Queue' and 'Deficiency Queue' oversight, tracking all lending restrictions for secured member credit (including all Advance Maturity Restrictions and other lending limits) and reporting on classified assets as applicable.
- Manages credit granting activities as it relates to associated document retention, recordation, and end-user computing.
- Maintains professional knowledge of financial industry acumen, current market and industry events, and risk decisions in support of sound credit risk granting for membership types, including insurance companies, commercial banks, credit unions, CDFIs, etc.
- Provides data and reports as requested on borrowing activities, usage trends, risk exposure, exceptions granted (and the lifecycle of exceptions as applicable).
- Performs these and other duties as assigned by management.
Minimum Knowledge, Skills And Abilities Required:
- Knowledge at a level normally acquired through the completion of a Bachelor's Degree in Business Administration, Accounting, Finance or related field of study is required. Exposure to credit granting, credit underwriting and/or credit analysis is highly preferred.
- Five or more years of experience in progressively responsible positions as a financial analyst, auditor, credit underwriter, or analyst with a background in credit risk management. Prior experience at a financial institution, financial industry consultant, or examiner for a regulatory agency is beneficial.
- Effective verbal and written communication skills including the ability to interact with Bank staff and external contacts (i.e., members, regulators) in a professional manner; ability to handle sensitive information and continually demonstrate tact and diplomacy.
- Strong time-management skills and ability to work independently and prioritize work assignments. Ability to research, identify and implement solutions. Analytical skills necessary to develop complex factual reports or summaries through data gathering, interpretation and compilation of details, decisions and results while maintaining a consistently high degree of accuracy.
- Demonstrated proficiency with a personal computer, including a working knowledge of application software. Intermediate to advanced skills in the use of Microsoft applications (e.g. Word, Excel, Outlook, SharePoint).
