$130,240.38

POSITION SUMMARY

Directs the activities of the Facilities Maintenance Department to insure that proper administrative procedures, standard operating procedures, policies, safety and maintenance procedures are met to maximize cost efficiency. Manages, plans and supervises the activities of personnel responsible to maintain CTA facilities and related properties.

Qualifications

PRIMARY RESPONSIBILITIES



  • Directs, plans, manages and supervises the work activities of building trade personnel assigned to the system maintenance department in support of all Authority owned, leased or rented buildings, stations, garages, structures and other properties.
  • Develops maintenance schedules and coordinates work assignments.
  • Ensures preventative maintenance schedules are developed and maintained.
  • Acts in accordance with emergency situations to ensure situation is remedied.
  • Conducts field inspections of construction and maintenance projects to review progress, work methods, compliance with applicable building codes and safety regulations, etc. Analyzes safety audits to ensure accuracy. Reads and interprets blue prints and schematic drawings.
  • Plans, supervises, and manages program activities with other departments, outside contractors, regulatory agencies, utilities, etc. Acts as liaison between the public, other governmental agencies, and the Authority relative to areas of system maintenance responsibilities.
  • Prepares strategic plans to ensure compliance with applicable Authority's policies, safety practices, work methodology and performance levels. Monitors and evaluates the performance of assigned personnel for compliance.
  • Creates and administers contracts to achieve maximum performance from outside vendors performing various levels of maintenance work for the Authority.
  • Reviews and mediates employee grievances and administers discipline. Monitors employee timesheets and mileage sheets, for accuracy.
  • Assist in the preparation and maintenance of department budgets and various records for the system maintenance department. Supervises the processing of check requests and purchase requisitions.
  • May perform the duties of the Vice President, Facilities Maintenance in the Vice President's absence or other duties as assigned. Assists the Vice President in the development and administration of the Department's programs, policies, safety procedures, goals and objectives.
  • Recommends new hires and changes in personnel status such as promotions, transfers, discharges, salary adjustments, etc. to the Vice President.
  • Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.

CHALLENGES



  • Supervising work performed at multiple facilities by various tradesmen.
  • Maintaining facilities and equipment taking into consideration the age of the system with exposure to the elements and limited manpower and budget.
  • Implementing new policies and procedures.
  • Adhering to restrictions within company policies.
  • Working with internal and external customers, including receiving complaints and problems that arise in daily operations.
  • Working within union agreements.


EDUCATION/EXPERIENCE REQUIREMENTS



  • Bachelor's Degree in Mechanical or Civil Engineering or a combination of education, training, and approximately 10 years of experience relating to this position.
  • Required to have prior supervisory experience in facilities maintenance functions.
  • Required to possess comprehensive experience in the maintenance repair and building construction of facilities and other related properties.
  • Required to have prior experience in proper administrative procedures.
  • State of Illinois Driver's license.


PHYSICAL REQUIREMENTS



  • Standing, sitting, walking, climbing ladders, scaffolding and stairs during field inspections, emergencies, etc.
  • Required to walk on uneven ground in rail yards, electrified right-of-way, or elevated structures
  • Can be exposed to outside elements at any time
  • Required to drive a vehicle to various field locations
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.


KNOWLEDGE, SKILLS, AND ABILITIES



  • Must have comprehensive knowledge of applicable union labor contracts, the types of work performed by various trades and the duties of skilled and non-skilled field personnel.
  • Must have a comprehensive knowledge of the physical characteristics of the Authority's properties and related facilities.
  • Must have working knowledge of the materials and equipment utilized by tradesmen.
  • Must possess a suitable temperament and disposition necessary for establishing and maintaining effective working relationships with various levels of Authority personnel, other agencies, outside contractors, vendors, etc.
  • Required to possess the analytical skills necessary to identify, define, evaluate and recommend solutions to maintenance related problems.
  • Required to possess strong written and verbal communication skills.
  • Must have experience in computer office programs to include: Excel, Word, & Access.


WORKING CONDITIONS



  • Usual Office working conditions: however, travels to various field locations as required
  • Subject to existing weather conditions
  • Occasionally exposed to moving trains, buses, vehicles, electrically energized conductors and various construction and shop conditions
  • Required to be available for emergency calls 24 hours a day seven days a week
  • Travels within the Chicago Metropolitan Area to perform inspections/ investigations
  • Required to work various days and hours as assigned
  • This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Additional Details Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
