Marine Energy Project Manager

Scientific, Engineering, and Technical Support (SETS) has a need for a Marine Energy Project Manager to directly support the U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Water Power Technologies Office (WPTO) on the marine energy team, which invests in cutting-edge research in marine energy technologies, which harness energy from ocean waves, tides, currents, or salinity/temperature/pressure gradients. This position will provide direct technical and project management support to WPTO's tidal and wave energy portfolios specifically for tidal energy site construction and operation and wave energy converter open water deployments. Support involves day-to-day interactions with internal parties such as legal, contracting, National Environmental Policy Act (NEPA), and communications; as well as external parties including project recipients in private industry, academia, other agencies, and National Laboratories.

This position will directly support competitively selected marine energy projects, primarily focusing on big infrastructure and site development. An ideal candidate will have project management experience (Project Management Institute (PMI) preferred certification), experience with large infrastructure/construction projects, and prior background with:

• Engineering, procurement, managing subcontractor and vendor relationships to ensure timely execution of project deliverables. Understanding how this impacts timely delivery of materials, equipment, and services.
• Site development planning, procurement, execution, and completion of onshore and offshore construction activities.
• Managing schedules, budgets, and resource plans, ensuring alignment with project objectives and requirements.
• Engineering background a plus but not required.
• Regulatory processes/agencies.
• Tribal engagement/relationships.

Key Responsibilities

• Monitor and evaluate project progress, identifying potential risks and corrective actions as necessary to mitigate delays and cost overruns.
• Oversee project schedules, budgets, and resource plans, ensuring alignment with project objectives and client requirements.
• Collaborate with DOE Arctic Office, Alaska Fellow.
• Work with DOE Health & Safety Marine Operations and Testing Contractor to ensure compliance with all relevant safety regulations and quality standards.
• Serve as the primary point of contact for project invested users, providing regular updates on project status, milestones, and key deliverables.
• Prepare and present regular project reports to senior management, highlighting achievements, challenges, and recommendations for improvement.
• Understand contractual agreements with vendors, subcontractors, and suppliers.
• Support project team in the implementation of best practices in project management methodologies, lessons learned, striving for continuous improvement and innovation in project delivery.
• Coordinate best practice guidance with other leads for managing environmental aspects and impacts, monitoring for health and safety inclusion, and quality control and assurance initiatives across all construction project deliverables.
• Support interagency working groups with information requests, scheduling, plan development, presentations, and reporting if needed.
• When applicable, assist with compliance with International Organization for Standardization (ISO) standards and any other standards as they apply to the project (example: ISO 45001, 14001, or 9001).

Required Qualifications:

• Bachelor's degree in construction management, Structural Engineering, Engineering Management, or related field. Master's degree in related field preferred.
• Minimum of 7 years of project management experience, preferably in Construction project management. Knowledge of relevant regulatory requirements and industry standards related to construction and renewable energy projects necessary.
• Intermediate/proficient level of understanding of Coastal Construction requirements, both from a technical and regulatory perspective necessary.
• A proven track record of successfully delivering complex projects on time and within budget, previous experience managing renewable energy construction projects is necessary.
• The ability to work independently with little or no guidance remaining on task and schedule, with a demonstrated ability to manage multiple priorities and deadlines in a fast-paced environment is necessary.
• Strong leadership and interpersonal skills, with the ability to effectively lead and motivate project teams.
• Excellent communication skills, both verbal and written, with the ability to articulate complex technical concepts to diverse audiences.
• Must be U.S. citizen.
• Successful drug screening.
• Must be eligible to obtain and maintain a security or clearance badge.

Preferred Qualifications:

• Renewable Energy, U.S. Army Corp of Engineers, or Coastal Construction project experience a strong plus.
• Regulatory, permitting, and policy background to contribute to strategic planning and proven coordination and facilitation experience.
• Proficiency in project management software tools.
• Relevant Certification from the PMI preferred.

Starting compensation for this role typically salary ranges between $110,000 to $140,000 and is commensurate with experience relative to the position and may vary based on candidate geographical location.
