Position Summary Information


Primary Purpose
The Payroll Tax Analyst is responsible for overseeing Payroll taxation for staff, faculty, and students and ensuring University compliance with federal and state laws surrounding nonresident tax, out-of-state tax, and all related payroll tax issues. This includes but is not limited to, decision-making, independent thinking, researching, analyzing, auditing, and assessing data utilized by all stakeholders. This position is responsible for ensuring processes are completed per compliance and in a timely manner to adhere to all state and federal labor laws.
Essential Functions

  • Process out-of-state withholdings, payments, quarterly and annual filings; create tax accounts for new states; test and implement new tax updates. Responsible for out-of-state, payroll tax, and benefits account reconciliations to support financial reporting and tax filings.

  • Assists the Director and senior management with department and division projects.
  • Assists in three-campus support of all payroll and benefits analysis and processing.
  • Responsible for maintaining an ongoing examination of all University of the Pacific's employees using Internal Revenue Service (IRS) guidelines and regulations.
  • Interpret and advise senior management on complicated federal income laws, tax treaties, labor, and immigration laws, and regulations.
  • Assist with verifying totals, processing, and distribution of W-2s.
  • Performs other related duties as assigned or requested.

Minimum Qualifications

  • Two (2) years of post-high school education.
  • Three (3) years of related work experience.

Preferred Qualifications

  • Bachelor's degree in accounting, Business Administration, or related field.
  • Experienced with financial systems or payroll software administration (including customization, testing, and implementation).
  • Banner experience.
  • Higher education administration experience (Payroll, Finance, Human Resources).
  • Excellent customer service and strong leadership skills.
  • Strong verbal and written communication skills.
  • Intermediate knowledge of MS Office suite and mass email programs.
  • Ability to work independently and prioritize multiple tasks in a high-volume environment.
  • Ability to collaborate effectively with other departments.
  • Solid working knowledge of accounting and reconciliation practices and procedures.
  • Advanced knowledge of payroll processing.
  • Experience and sensitivity in working with people of diverse backgrounds and cultures.
  • Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
  • Ability to engage and integrate culturally responsive practices and knowledge in their work.

Work requires extended periods of sitting and repetitive hand/wrist motion while using a computer keyboard and phone. Infrequent standing, walking, climbing stairs, bending, stooping and reaching. Occasionally lifting up to 25 pounds, carrying, pushing/pulling.

Work Environment/Work Week/Travel:
Work is performed during standard business hours. Occasional overtime and possible weekends may be required to meet business needs or deadlines. Occasional travel to other campuses and required meetings and/or trainings.

Valid driver's license required. Incumbent must also be able to meet the University's fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.
Hiring Range $22.03 - $29.18 per hour. We consider factors such as, but not limited to, scope and responsibilities of the position, candidate's qualifications, internal equity, as well as market and organizational considerations when extending an offer.
